Governor M. Jodi Rell and the Connecticut Department of Public Works hosted a dedication ceremony naming the state office building at Ten Franklin Square in New Britain the Joseph H. Harper, Jr. Building on Feb. 24, 2006.   Harper, a New Britain native and former state senator, is known for his more than three decades of service to the community.  Pictured at the plaque unveiling are (left to right)  State Sen.
