The Connecticut Breast and Cervical Cancer Early Detection Program

Woman PhotoThe Connecticut Breast and Cervical Cancer Early Detection Program (CBCCEDP) is a comprehensive screening program available throughout Connecticut for medically underserved women. The primary objective of the program is to significantly increase the number of women who receive breast and cervical cancer screening, diagnostic and treatment referral services. All services are offered free of charge through the Connecticut Department of Public Health's contracted health care providers located statewide. 

The Screening and Diagnostic Services Include:

  • Office Visits
  • Screening and Diagnostic Mammograms
  • Breast Biopsies
  • Breast Ultrasounds
  • Fine Needle Aspirations
  • Pap Tests
  • Colposcopies and Colposcopy-Directed Biopsies
  • LEEP
  • Surgical Consultations
  • Clinical Breast Exams
 
The Eligibility Criteria:
(Effective July 1, 2012)
 
ALL Women must:
 
Be at or below 200% of the Federal Poverty Level – See chart below
and
Be 40 to 64 years of age for Mammograms and 21 to 64 years of age for Clinical Breast Exams & Pap Tests
and
Have no health insurance*
or
Have health insurance that excludes routine Pap Tests and/or Mammograms
or
Have a high insurance deductible ($1,000 or more)
 
*Women 65+ who are not enrolled in Medicare Part B may be eligible to receive CBCCEDP & WISEWOMAN services.

Breast Cancer Screening and Diagnostic Clinical Protocols

The fourteen (14) CBCCEDP contracted health care providers must deliver appropriate and timely breast cancer screening and diagnostic services in accordance with the Centers for Disease Control and Prevention-approved Breast Cancer Diagnostic Algorithms established by the State of California.  These algorithms were established to guide clinicians in assessing a woman’s risk of developing breast cancer during each routine screening visit and to aid clinicians in determining the work-up for various breast abnormalities or suspicious findings detected during screening.  The seven (7) breast cancer algorithm flowcharts include the following:

1.                  Assessment of Risk

2.                  New Palpable Mass

3.                  Abnormal Mammogram

4.                  Nipple Discharge

5.                  Skin/Nipple Changes

6.                  Breast Pain

7.                  Breast Biopsy Results

Cervical Cancer Diagnostic Clinical Protocols

The fourteen (14) CBCCEDP contracted health care providers must deliver appropriate and timely cervical cancer diagnostic services in accordance with the nationally recognized guidelines developed by the American Society for Colposcopy and Cervical Pathology.  These algorithms were established to guide clinicians in the management of women with various cervical abnormalities.  The 2006 Consensus Guidelines for the Management of Women with Abnormal Cervical Cancer Screening Tests can be found at:
