Overview of Agency's Role in Implementing ARRA
 
The Connecticut Department of Public Health is responsible for implementing the following American Recovery and Reinvestment Act (ARRA) programs:
  • Safe Drinking Water
  • Lead Abatement
  • Community Health Centers
  • Immunizations
  • Women, Infants and Children
  • Healthcare-Associated Infections

    The ARRA contains a number of reporting provisions.  All reports associated with efforts funded through the ARRA will be posted by the agency as they become available. 

     
     
     
     
     
     
    Project Lists
    • Ambulatory Surgery Centers 
    • Community Health Centers - Grants to health centers including New Access Points Grants
      • Capital Improvement Program (CIP)/Health IT - Construction, renovation and equipment, acquisition of health information technology
      • Workforce Development - Health professions workforce shortages, provide scholarships, loan repayments, and grants to training programs for equipment; National Health Services Corps
    • Comparative Research - Accelerate development and dissemination of research assessing the comparative effectiveness of health care treatments and strategies.  Encourage the development and use of clinical registries, clinical data networks, and other forms of electronic health data that can be used to generate or obtain outcomes data.
    • Drinking Water Title VII - Drinking Water State Revolving Fund  (50% of capitalization grants to provide forgiveness of principal, negative interest loans or grants or any combo.)

    • Health Information Technology - $20,000,000 to the Director of the National Institute of Standards and Technology in the Department of Commerce for continued work on advancing health care information enterprise integration through activities such as technical standards analysis and establishment of conformance testing infrastructure; Regional or sub-national efforts toward health information exchange; Public Health and Social Services Emergency Fund to improve information technology security at DHHS
    • Indian Health Services
      • Health IT - Indian Health Services health information technology activities; telehealth services development; infrastructure requirements funded through Indian Health Facilities account
      • Health Care Facility Environmental - Construction projects; deferred maintenance and improvement projects;backlog of sanitation projects
    • Medicaid State Fiscal Support - Temporary Increase in Federal Medical Assistance Percentage (FMAP); Temporary Increase in Disproportionate Share Hospital (DSH) Allotments
    • Medicare/Medicaid Health Information Systems - Meaningful use of electronic health records
    • National Health Service Corps (NHSC) Loan Repayment Program (LRP).  NHSC LRP will be available for Primary Care physicians, Certified Nurse Practitioners, Certified Nurse Midwives, Physician Assistants, General Practice Dentists, Dental Hygienists, Health Service Psychologists, Licensed Clinical Social Workers, Psychiatric Nurse Specialists, Marriage and Family Therapists, and Licensed Professional Counselors.  An applicant selected to participate in the NHSC LRP must fulfill his or her service obligation at an approved NHSC community site(s) for a two-year period.  Services sites must be located in Health Professional Shortage Areas and are approved by the NHSC.  The applications may be obtained at http://nhsc.hrsa.gov/communities/apply.htm.
    • Research Facilities - New construction or alterations and renovations of facilities for biomedical and/or behavioral researchAcquisition of fixed equipment (casework, fume hoods, large autoclaves), upgrading heating, ventilation and air conditioning  systems for research areas, static racks, downdraft tables, sterilizing equipment and other large equipment that are connected to building structure and services or biological safety cabinets.
    • Workforce & Education - Workforce Data Systems in Collaboration with Education
    • Workforce Investment Act (WIA) - Employment and training programs to help Americans acquire new skills; Grants to the States for adult employment and training activities; Grants to the States for youth activities, including summer employment for youth; Grants to the States for dislocated worker employment and training; Dislocated worker assistance national reserve; Wagner-Peyser activities; to support reemployment services for unemployment insurance claimants; YouthBuild activities; Worker training and placement in energy efficiency; Senior Community Service Employment Program (SCSEP) (emphasizes growth industries that include health care)
     
    Contracts for all projects receiving ARRA funds
     
    No contracts have been awarded at this time.  However, in the coming weeks, the agency will be posting contracts associated with initiatives and projects funded through the ARRA.
