Public Information Meeting on Bridge No. 02973, East Lyme

The Connecticut Department of Transportation (Department) will conduct a Public Information Meeting concerning the replacement of Bridge 02973, which carries Route 1 over Pattagansett River, in the town of East Lyme (Town).  The meeting will be held on Monday, January 13, 2014, at 7:30 p.m., in the Upper Meeting Room of the East Lyme Town Hall, 108 Pennsylvania Avenue, Niantic, CT.  In the event of inclement weather, the meeting will be held on Monday, January 27, 2014.

Bridge No. 02973 is situated between Mill Road and Upper Pattagansett Road and carries one lane of traffic in each direction. The bridge was built in 1928, is a single span cast-in-place reinforced concrete superstructure on mortared stone masonry abutments and wingwalls. The structure maintains a clear width opening of 8 feet Ė 6 inches with a curb-to-curb width of approximately 42 feet Ė 3 inches. The estimated 2012 Average Daily Traffic (ADT) is 8700 vehicles at this site.

The proposed replacement is a precast rigid frame structure with cast-in-place wingwalls founded on pile supported cast-in-place reinforced concrete footings. The proposed roadway will be approximately 44 feet wide curb-to-curb and consist of one 12 foot 6 inch lane in each direction with a 5 foot shoulder and 5 foot sidewalk along the westbound side and a 9 foot shoulder on the eastbound side. The proposed structure will have a clear span of 18 feet.

Work is anticipated to begin in spring 2016 and be completed in fall 2016. Construction will be performed in two stages; utilizing signal controlled alternating one-way traffic. To avoid conflict with traffic in the summer, Stage 1 will be performed from April 1, 2016 to June 16, 2016. Traffic will be restored to two lanes from June 16, 2016 to September 5, 2016. Following September 5, 2016, alternating one-way traffic will be re-established for Stage 2 of construction. The existing overhead utility lines will require relocation during construction. Possible rights-of-way impacts are anticipated along the north side of the project. The estimated construction cost of the project is approximately $1,500,000.

The Public Information Meeting is being held to afford a full opportunity for the publicís participation and to  allow open discussion of any views and comments the community may have concerning this proposed project.
