Public Info. Meeting - Project No.102-295, I-95 Resurfacing,Median Reconstruction, Norwalk,Westport

The Connecticut Department of Transportation (Department) will conduct Public Informational Meetings concerning State Project No. 102-295, which involves resurfacing and median reconstruction along I-95 in Norwalk and Westport.  The first meeting will be held in Norwalk on January 7, 2016 in the Community Room of Norwalk City Hall, 125 East Avenue, Norwalk CT.  The second meeting will be held in Westport on January 13, 2016 in the Westport Town Hall Auditorium, 110 Myrtle Avenue, Westport, CT.  Both meetings will include an open forum for individual discussions with Department officials and representatives beginning at 6:30 p.m., and a formal presentation at 7:00 p.m.  The same information will be presented at both meetings.


The limits of work for Project 102-295 begin at the easterly end of the Yankee Doodle Bridge in Norwalk (I-95 over Norwalk River) and extend approximately 2.5 miles to the eastern abutment of the bridge over the Saugatuck River in Westport (Bridge No. 00064).  The following additional bridges are located within the project limits: East Avenue over I-95 (Bridge No. 00060); Strawberry Hill Avenue over I-95 (Bridge No. 00061); I-95 over Saugatuck Avenue (Route 33) (Bridge No. 00062); and I-95 over Franklin Street (Bridge No. 00063).


The proposed scope of work consists of reconstruction of the center median and outside shoulders along with resurfacing of the highway mainline and the ramps of Interchanges 16 and 17.  The median will be reconstructed consistent with other stretches of I-95 to provide a 6-foot wide capped concrete barrier section and 12-foot wide inside shoulders.  The horizontal and vertical alignment of I-95 and the ramps will remain unchanged.


In addition to the above, Bridge Nos. 00061, 00062, and 00064 will be rehabilitated as follows:


  • Bridge No. 00061 – Superstructure replacement with improved clearance over I-95

  • Bridge No. 00062 – Superstructure replacement with improved ramp lane widths

  • Bridge No. 00064 – Concrete deck repairs and replacement of expansion joints


Other proposed improvements include upgrade/repair of existing drainage structures, replacement of the existing highway illumination system, guide rail upgrades and reconstruction of the existing commuter parking lot off of Hendricks Avenue.


Construction is anticipated to begin in Spring 2017 and last approximately two years. 


There are no anticipated right-of-way impacts associated with the proposed project.


The estimated construction cost for this project is approximately $50 million.  This project is anticipated to be undertaken with 90 percent (90%) Federal funds and 10 percent (10%) State funds.


The Public Informational Meetings are being held to afford a full opportunity for public participation and to allow open discussion of any views and comments the community may have concerning this proposed project.

The meeting facilities are both ADA accessible.  Language assistance may be requested by contacting the Department’s Office of Communications (voice only) at (860) 594-3062 at least five (5) working days prior to the meeting.  Language assistance is provided at no cost to the public, and efforts will be made to respond to requests for assistance.  Please be sure to specify which meeting you will be attending.



If postponement of either of the Public Informational Meetings is required due to inclement weather or other conditions, the alternate dates shall be January 14, 2016 for Norwalk and January 20, 2016 for Westport at the original hour and location.


Plans of the proposed project will be on display for public review.  Department personnel will be available during the meeting to discuss this project.  More detailed information is available at the Department’s Office of Engineering, 2800 Berlin Turnpike, Newington, Connecticut, Monday through Friday between the hours of 8:30 a.m. and 4:00 p.m., excluding holidays.  Anyone wishing to discuss the project may contact Richard B.
