The Department of Transportation (Department)
will conduct a Public Information Meeting concerning the rehabilitation of
Bridge No. 01138, which carries Route 82 over the Connecticut River in the towns
of East Haddam and Haddam.
Project No. 40-141 involves the rehabilitation of
Bridge No. 01138, which was originally constructed in 1913 and previously
rehabilitated in 1988, 1999 and 2007. The
existing structure is a four-span structure which consists of a fixed deck
truss in Span No. 1, a fixed through truss in Span No. 2 and a moveable through
truss swing span in Span Nos. 3 and 4. The
bridge has a total length of approximately 885 feet and a bridge roadway width
of 24.5 feet.
At this time, the project is
nearing completion of the Preliminary Design phase. The proposed project scope includes
strengthening of structural steel members, replacement of the electrical and
mechanical systems, deck repairs in Span Nos. 1 and 2 and deck replacement over
the machinery pit in the swing span, placement of a new overlay over the
concrete-filled deck grid sections, bearing replacement and repairs,
installation of a new bridge rail, localized painting of steel members and
The project also includes the
design of a cantilevered sidewalk with a 6 foot wide walkway that would be
attached to the south side of the bridge and the construction of the
modifications to the existing bridge structure that are required in order to
support the additional loads from the sidewalk. The estimated cost of materials, labor and
incidentals associated with the construction of the sidewalk structure alone is
approximately $15,000,000. The sidewalk can
be constructed under Project No. 40-141, assuming availability of funding.
Maintenance and protection of
traffic on Route 82 will be accomplished for most of the construction duration
with a one-way alternating traffic operation that is limited to one span at a
time. The one-way alternating traffic
will be maintained using temporary signalization. A pedestrian pathway will not be provided on
the bridge during construction. A full
closure of the bridge roadway for a half-day period for a minimum of three
weeks will be needed to replace the span drive. A swing span operation outage for a minimum of
four weeks will be necessary to install the new electrical system and part of
the mechanical system. Work that affects
swing span operations is proposed to be completed during the winter months. Advisories and signing for regional detours
will be in-place for the duration of construction as an effort to reduce
traffic within the project limits.
Construction is anticipated to
commence in fall 2019 and be completed in fall 2021, assuming availability of
funding and receipt of any required environmental permits or right-of-way
acquisitions. The estimated total construction
cost for the project is $55,000,000 ($40,000,000 for the bridge rehabilitation
items plus $15,000,000 for the construction of the cantilevered sidewalk
structure) and will use both State and Federal funds.
The Public Information Meeting is being held to
afford a full opportunity for the publicís participation and to allow open
discussion of any views and comments the community may have prior to
progressing the proposed project into the Final Design stage.
Plans will be available for public review. Department personnel will be available during
the meeting to discuss this project.
