Bridge No.02295, Stroffolino Movable Bridge carrying Rt.136 over Norwalk River , City of Norwalk

The Department of Transportation (Department) will conduct a Public Information Meeting concerning the proposed preservation work on Bridge No. 02295, the Stroffolino Movable Bridge carrying Route 136 over the Norwalk River in the city of Norwalk (City).    An open forum for individual discussions with Department officials will follow the formal presentation.

The purpose of the project is primarily to address and repair elements of the bridge superstructure and repave the deck surface, which were found to be deficient during biennial bridge inspections that were conducted by the Department.  The proposed repairs are intended to provide for continued satisfactory operation of the movable bridge for an additional 10 years with only routine maintenance.  The proposed work consists of the following:

  • Replacement of a thin epoxy overlay on the concrete filled grid movable spans

  • Milling, patching and repaving of the approach span decks

  • Replacement of the waste-line connection to the control house

  • Repair to the navigational fender system

  • Repair of the superstructure including precast concrete beam ends on the approach spans and structural steel locations on the movable spans

  • Replacement of span lock assemblies on the movable spans

  • Repair to concrete piers and abutments

  • Mechanical and electrical system minor repairs

Construction will be performed by staging the work utilizing lane and alternating sidewalk closures on the bridge.  A detour route will also be required for two 2-day closures of the bridge to vehicular traffic for the installation of the proposed thin overlay on the movable spans of the bridge.  The bridge sidewalk use will be maintained for pedestrians throughout construction on at least one of the two sidewalks except for six anticipated closures of eight hour durations, limited to Mondays through Wednesdays from the hours of 10:00 p.m. to 6:00 a.m., for the replacement of the span lock assemblies.  All temporary street and sidewalk closures will be coordinated with the city of Norwalk to avoid conflict with scheduled public events.

One of the two bascule movable spans is anticipated to be operational for the passage of marine traffic during all construction work except for two separate 32-hour periods for replacement of the span lock assemblies.

Right-of-way impacts associated with the proposed project are not anticipated.

Construction is anticipated to begin in spring 2019 based on the availability of funding.  The estimated construction cost for this project is approximately $6.5 million.  This project is being undertaken utilizing 80 percent Federal and 20 percent State funds.

The Public Information Meeting is being held to afford a full opportunity for public participation and to allow open discussion of any views and comments the community may have concerning this proposed project.
