Regulatory and Compliance Unit
 
The Bureau of Public Transportation oversees the regulation of moving companies, taxicabs, livery operators and motorbus companies. For business that must be completed in person at ConnDOT, the Unit's Office Hours are:
 
Tuesdays and Thursdays
9:00 a.m. - 11:15 a.m. and 1:00 p.m. to 3:15 p.m.
 
For more than four (4) transactions, please make an appointment by calling 860-594-2865.
 
Please note: The Department of Transportation is now requiring all applicants to have the Department of Public Safety background check completed PRIOR to the acceptance of any new application that requires the background check (marked by asterisk *).
 
Complaints
Taxi, livery and moving company complaints must be filed in writing; no complaints will be taken over the phone.

Movers of Household Goods (Moving Companies)
 
This application is required for individuals/companies that are interested in obtaining a certificate to operate a new household goods mover business.
This application is required to be submitted annually for individuals/companies that have an existing household goods mover certificate. Current operators are required to pay a fee based on the number of vehicles operated in Connecticut.
Taxicabs
 
The regulations of Connecticut State Agencies relative to taxicabs serve as the guide by which all taxicab certificate holders are mandated to adhere to.
 
 
This application is required for individuals/companies that are interested in becoming a new taxicab certificate holder.
If you are a current Taxicab Certificate holder, use this application if you are seeking to apply for one additional vehicle using the expedited process (no hearing).
This application is required for the sale and transfer of a taxi certificate. If you are a seller or buyer looking to sell or purchase a taxi certificate, this would be the one to use.
Taxicab rates from Bradley International Airport to every town in Connecticut (and to some major attractions) are regulated by ConnDOT.

Livery
 
The regulations of Connecticut State Agencies relative to livery service serve as the guide by which all livery permit holders are mandated to adhere to.
This application is required for FHWA Authority; out of state (interstate/Z plate) livery authority.
Use this application if you are applying for authority to operate a livery service under contract with any federal, state or municipal agency or a lower tier contract thereof (CGS Sec. 13b-103(a)(3)(1)).
This application is required for additional headquarters and/or transfer of headquarters to a different headquarter town (refer to application for specific type of livery authority).
    Application for Up to Two Additional Vehicles in Intrastate Livery Service without Hearing*
   (Please Call for form) 
This application is required for up to two additional vehicles in livery (intrastate/L plate) authority providing the company has had no citations/violations over the past year.  This annual application must be dated a year from the last approved/denied application.

This application is required for the sale and transfer of a livery permit. If you are a Seller or Buyer looking to Sell or Purchase a Livery Permit this would be the application to use.

Motorbus
 
The regulations of Connecticut State Agencies relative to motorbus authority serve as the guide by which all motorbus permit holders are mandated to adhere to.
This application is required for intrastate motorbus plate authority (refer to application for specific type of motorbus authority).
