2019 SSHP Projects Funding Round
The Department of Housing and the Connecticut Housing Finance Authority has announced the 2019 State-Sponsored Housing Portfolio Recapitalization (SSHP) Notice of Funding Availability. In furtherance of the SSHP Capital Plan, DOH and CHFA are making available approximately $19 million for the rehabilitation or redevelopment of eligible SSHP properties. Please note that this NOFA is open only to the eligible properties listed in Exhibit B of the NOFA, and prioritizes projects consistent with the recommendations of the Capital Plan. Applications for funding under this NOFA must be submitted no later than Friday, April 26, 2019 at 4:00 p.m. In order to be eligible for funding, attendance at a pre-application information session will be required. Architectural, Engineering and Environmental Services
DOH invites interested firms to submit their qualifications for evaluation and selection as a Consultant to DOH. DOH will contract for professional Architectural, Engineering & Environmental Services (National Environmental Policy Act (NEPA) and CT Environmental Policy Act (CEPA) Compliance) to assist DOH in evaluation and monitoring of the of Single Family and Multifamily Housing Rehabilitation & Development activities.
Competitive Housing Assistance for Multifamily Properties 13 (CHAMP 13)
Applications for funding under this NOFA, including, if applicable, all materials required by CHFA, must be submitted no later than Thursday, December 6, 2018 at 4:00 p.m. On or before November 21, 2018, prospective applicants may submit questions related to this NOFA via email to firstname.lastname@example.org

2018 9% LIHTC Funding Round
The 2018 Qualified Allocation Plan (“QAP”) Overview Session, at which CHFA and representatives from DOH and other agencies will discuss the 2018 QAP, LIHTC application process, new Guidelines, and DOH’s selection criteria will be held on Wednesday, September 12, 2018 from 9:30 a.m. to 11:30 a.m., at the Lyceum (located at 227 Lawrence Street in Hartford, CT). Interested parties should register for this event by sending an email to email@example.com no later than Friday, August 31, 2018.
The Department of Housing and the Connecticut Housing Finance Authority announce the State-Sponsored Housing Portfolio (SSHP) Notice of Funding Availability (NOFA) for Critical Needs. Up to $3 million is available under this NOFA.
Applications for funding under this NOFA will be accepted on a rolling basis beginning December 21, 2018. Applications must include supporting quotes/contract proposals, consistent with project costs, and include supporting documents for all "other" funding commitments, if any, to be considered complete. Special Round (High Opportunity Area Housing)
DOH is pleased to announce the Notice of Funding Availability for the 2019 Special Round (High Opportunity Area Housing) directed to both owners of existing affordable multifamily properties in High Opportunity Areas and developers of proposed new affordable multifamily properties in such areas. To be eligible for consideration for funding under this NOFA, a project must be located in a census tract identified as Moderate, High, or Very High Opportunity on the Opportunity Map
Predevelopment Loan Program
The Department of Housing (DOH) is pleased to announce the new streamlined application process for its predevelopment loan program which is directed to housing developers seeking assistance with predevelopment costs incurred in connection with the construction, rehabilitation, or renovation of housing for low-and moderate-income persons and families. Predevelopment costs are expenses that are not administrative and are necessary before the construction stage of a project begins. Proposed projects to be supported with these predevelopment funds must be eligible for financial assistance from DOH.
The Department of Housing announces the availability of additional funding under the Incentive Housing Zone (aka HomeCT) program for pre-development activities. Applications will be accepted on an ongoing basis beginning August 4, 2014.
Homeless Shelter Capital Needs
DOH’s Homeless Shelter Capital Needs program has been open to applications on a rolling basis since the fall of 2015. The intent of this program was to provide homeless shelters with funding to renovate the shelters to be able to provide better access to shelter for the homeless population. DOH has now received sufficient applications to fully expend all the funding appropriated for this purpose. As a result, DOH is closing the Shelter Capital Needs program and will no longer accept applications for funding.
Intellectual Disabilities and Autism Spectrum Disorder Housing (“IDASH”) Program
This Notice of Funding Availability is directed to owners of either existing
affordable rental developments or developers of proposed new affordable multifamily rental
developments seeking funding from DOH that are also interested
in creating housing for individuals with intellectual disabilities or individuals with an autism
The HTCC program helps nonprofit developers build affordable housing in Connecticut and gives local businesses an opportunity to invest in the projects. CHFA allocates up to $10 million annually in state tax credits under the HTCC program to nonprofits developing very low, low and moderate income housing in Connecticut. Private business can buy the tax credits and apply them to their corporate tax. Nonprofit developers use the money for their affordable housing project.Funding from HTCCs has supported the development of an average of 650 affordable units per year and often provides gap financing, allowing many projects to advance. The HTCC program not only supports CHFA's mission of providing residents with high-quality affordable housing but it also builds relationships between nonprofit developers and the business community.
Connecticut's Community Development Block Grant (CDBG) Program, also known as the Small Cities Program, provides funding and technical support for projects that achieve local community and economic development objectives. The Small Cities Program principally benefits low-and moderate-income persons. This program is only available to Connecticut towns and cities with populations of less than 50,000. Funding for the Connecticut CDBG program is provided by the U.S. Department of Housing and Urban Development (HUD) under the guidelines of Title I of the Housing and Community Development Act of 1974, as amended. Eligible Activities must meet one of the following CDBG program National Objectives: benefiting low and moderate-income persons, eliminating slum and blight or addressing an urgent need.
Section 811 Project-Based Rental Assistance Program (CT811)
The Connecticut Department of Housing (DOH) is issuing this Request for Qualification (RFQ) to expand the creation of permanent supportive housing (PSH) for extremely low-income persons with disabilities. The purpose of this particular RFQ is to stimulate the creation of new PSH units through the use of new or existing rental housing and placement of Section 811 Project-Based Rental Assistance (PRA), a Federal rental housing assistance program funded by the US Department of Housing and Urban Development (HUD).
For this RFQ, DOH is requesting the submissions from owner/property managers with units in multifamily projects eligible to receive Section 811 PRA. The project-based rental assistance funds are to be used to house non-elderly individuals and families who are income eligible, disabled, eligible for community-based care services, and who belong to one of the three target populations outlined in the Cooperative Agreement and further described in this
