Robert Farr

{Chairman Robert Farr} Robert Farr's appointment to the position of Chairman of the Connecticut Board of Pardons and Paroles, serves as a continuation of a more than 30 year career in government that has been dedicated to public service with an emphasis on improving the state's criminal justice system.

From 1976 to 1981, Chairman Farr served on the West Hartford Town Council and based on his expertise was appointed as Deputy Mayor by his fellow council members.

In 1981 he won election to the 19th District of the General Assembly representing West Hartford, Avon and Farmington. He would win re-election a dozen more times, holding the seat for 26 years. While in the legislature he was appointed as an Assistant Leader, and served for 10 years as the ranking member of the Judiciary Committee. He was also the ranking member of the Environment, Appropriations and Corrections Sub-Committee.

Chairman Farr's legislative record includes sponsorship of legislation which created DNA testing of convicted felons, funding for a new automated fingerprinting system, a paperless re-arrest warrant system and a sentencing task force. He co-sponsored legislation on prisoner reentry. He also served as chairman of the Re-Arrest Task Force Commission and as a member of the Governor's Alcohol and Drug Policy Council.

He currently serves as Chairman of the Governor's Oversight Committee on the implementation of the restructuring of Connecticut's Department of Public Safety Internal Affairs Program. He has also been part of the Criminal Justice Sub-Committees of the Counsel of State Government, National Counsel of State Legislatures and the American Legislative Exchange. As an attorney in private practice he has appeared before the State Superior Court, the Appellate Court and Supreme Court as well as the Federal District Court and the United States Court of Appeals.

Chairman Farr has earned a Bachelor of Science Degree in Engineering from the University of Connecticut where he also obtained his law degree. He is a member of the American, Connecticut and Hartford County Bar Associations. He also belongs to the American Society for the Advancement of Science.

Based on his background and extensive experience, Governor M. Jodi Rell appointed Chairman Farr to oversee the State Board of Pardons and Paroles in February of 2007.
