Before earning a driver's license, all 16-and 17-year-olds must first obtain a learner's permit to practice driving.  

AVOID LINES. SCHEDULE AND PAY ONLINE: Use DMV's online service to schedule the Learner's Permit test and make payment.  Customers also have the option of visiting a DMV Hub Office on a walk-in basis for the Learner's Permit knowledge test.

To apply for a Learner's Permit, the applicant must:

• Receive parental or legal guardian permission to apply for a learner's permit.
• Collect all documents required as acceptable forms of identification.
• If you are a non-U.S. citizen, please see additional information.
• Use online service to schedule test appointment and make payment or visit a DMV Hub Office. 
• If going to a DMV Hub Office, be sure to check the walk-in testing hours and be prepared to pay required fees.  There is a $40 testing fee and a separate $19 learner's permit fee. If you are paying by check or money order, the permit and test fees must be made in two separate payments.  
• Pass a vision test and a 25-question knowledge test at DMV.  The knowledge test is based on information in the Connecticut Driver's Manual.

Once you have parental or legal-guardian permission, and feel prepared for the knowledge test, please follow these steps:

• Be sure to have the required documents to apply for a learner's permit.  For a complete list of required documents, please see acceptable forms of identification. 
• Use online service to schedule test appointment and make payment.  Customers also have the option to visit a DMV Hub Office on a walk-in basis. 
• If going to a DMV Hub Office, be sure to check the walk-in testing hours and be prepared to pay required fees.  There is a $40 testing fee and a separate $19 learner's permit fee. If you are paying by check or money order, the permit and test fees must be made in two separate payments.  
• If a parent or legal guardian can not come to DMV with the applicant, a parent or legal guardian must complete a notarized consent form (Form 2-D). Legal guardians must show certificate of legal guardianship.
• Present the required documents to a DMV staff member.
• Pay the $40 testing fee.  See acceptable forms of payment.
• Take and pass the vision and knowledge tests.  If you fail the knowledge test, you must wait seven (7) days to retake the test and pay the $40 test fee again.      
• Pay the $19 learner's permit fee (once knowledge test is passed). See acceptable forms of payment.
