DMV: Operator Retraining

Operator Retraining Program

When drivers 24 years of age or younger have two convictions involving either moving or suspension violations on their driving record, they must attend an Operator Retraining Program. Drivers 25 years of age or older must also attend an Operator Retraining Program if they have three convictions involving either moving or suspension violations on their driving record. Clarification of moving and suspension violations can be found in Connecticut State Law Title 14 Sec. 14-111g.

Effective August 1, 2008, additional offenses will trigger participation in the program.  The new offenses that could lead a 16 or 17-year-old driver to take the retraining program are:

  • Driving in violation of learner’s permit requirements
  • Driving in violation of Graduated Driver’s License Laws (such as passenger restriction and driving curfew laws)
  • Using a cell phone or other mobile electronic device outside of permitted uses.  By law, drivers under 18 cannot use a cell phone or mobile electronic device, not even if it is “hands-free.

Note:  To obtain a certified copy of your driving record, inquiries must be made on the Copy Records Request (form J-23).

The Operator Retraining Program is currently being run by the private vendors listed below.  These vendors will provide you with the locations and times the classes will be available and will collect the $60 fee to attend the program.  Should an additional violation be recorded after completion of the retraining class, the class may have to be repeated.  To find out the schedule for the Operator Retraining classes or to enroll in the class, please contact one of the vendors listed below:

Note:  DMV does not schedule classes for the Operator Retraining Program.

Failure to attend a retraining class will result in suspension of your operator's license. If your license is suspended, removal of the suspension will occur only after the DMV receives confirmation from the vendor that you have completed this class. Therefore, operators are strongly encouraged to complete the retraining class at least two weeks prior to the effective date of suspension to allow for processing prior to the suspension date.

If you do not complete the class prior to the effective date of suspension, you must pay a restoration fee in the amount of $125 by check or money order made payable to "DMV" through the mail to the following address:

State of Connecticut
Department of Motor Vehicles
Driver Services Division
60 State Street
Wethersfield, CT  06161-2525

Note:  Please clearly print your name, current address and date of birth on all your documents.  You cannot operate a motor vehicle until you receive an official notice from the Department of Motor Vehicles informing you that the restoration has been processed.
