Registering a Vehicle Through the Mail

Vehicles purchased out of state from a licensed dealer or private individual, may register through the mail providing all paperwork is in proper order.  Once DMV has received your paperwork please allow 10 business days for processing. All documentation and fees may be mailed to:

Note: Vehicles cannot be registered if delinquent property tax or parking tickets are owed or if the registrant has had his/her registration privilege suspended.

You may request the required Application for Registration and Certificate of Title (form H-13).

New Vehicles:

  • Provide your current Connecticut Insurance Identification Card, which can be obtained from your insurance company. The insurance card must be in the name of registered owner(s) of vehicle. If vehicle is being leased, the insurance card may be in the name of the lessee.
  • The original Manufacturer's Statement of Origin properly assigned on the back to the buyer by the selling dealer.
  • Federal Odometer Statement which is supplied by your dealership.
  • Dealer Bill of Sale.
  • For new vehicles that are four or less model years old, an administrative fee of $40 is collected. Therefore, you are exempt from Emission for the next 4 years.
  • The required sales tax.
  • Identification will be required to register a vehicle. Please see list of Acceptable Forms of Identification.

Out of State Used Vehicle:

  • Provide your current Connecticut Insurance Identification Card, which can be obtained from  your insurance company. The insurance card must be in the name of registered owner(s) of vehicle. If vehicle is being leased, the insurance card may be in the name of the lessee.
  • Application for Registrtion and Certificate of Title (form H-13).
  • The previous out of state title properly assigned to the buyer by the seller.
  • Federal Odometer Statement, if purchased from a licensed dealer or leasing company.
  • Bill of Sale.
  • For newer vehicles that are four or less model years old, an administrative fee of $40 is collected. Therefore, you are exempt from Emission for the next 4 years.
  • The required sales tax.
  • Identification will be required to register a vehicle.  Please see list of Acceptable Forms of Identification
  • Vehicle identification number (VIN) verification (form R301) may be used if vehicle is presently out of state.  However, if vehicle is in the state of Connecticut, it must be taken to an emissions testing station for a (VIN) veriification.

Transferring your current Connecticut registration and marker plate:

  • Requirements are the same as listed above for new vehicles, and vehicles previously registered out of state. In addition, a copy of your current registration certificate is required and must accompany all paperwork.
