SSI/SSDI Outreach, Access and Recovery (SOAR)

SOAR is a national program designed to increase access to disability income administered by the Social Security Administration (SSA). Specially trained SOAR specialists help disabled adults who are experiencing homelessness or are at risk of homelessness access SSI/SSDI income. SSI/SSDI applications submitted by SOAR specialists have much higher rates of approval (72% vs. 28%) and significantly reduced processing times.

Key Benefits of SOAR
SOAR helps people secure needed resources to support recovery, independence and housing stability. In a study completed by Healthcare for the Homeless in Baltimore, 84 percent of SOAR clients stated receiving benefits helped them access treatment and support.  Receipt of SSI/SSDI also provides access to other needed services, housing and supports employment goals.

SOAR Generates Income for Housing
$1.1 million in new revenue was generated from SOAR assisted awards of SSI and SSDI over the last 3 years. These benefits provide financial assistance to pay for housing, food,
and clothing ending homelessness and increasing housing security.

SOAR is Cost-Effective
SOAR reduces uncompensated care and increases public reimbursements. States can recover funds for people who are eligible for SSI/SSDI. Once someone is approved for SSI and Medicaid, providers can bill Medicaid for services provided up to 90 days prior to the SSI protective filing date.

SOAR Increases Tax Revenue and Income for Communities
SSI and SSDI benefits lead to housing and health stability and create a pathway for individuals to reenter the workforce sooner.  New income used for housing, food, and clothing builds tax revenues that benefit our communities.
