The Human Resource Division (HRD) is responsible for providing a full range of human resource services to approximately 3,600 bargaining unit, confidential, and managerial employees at all locations throughout the state.  The Human Resources Division, primarily located at the Human Resources Service Center in Middletown, consists of Employment Services, Payroll and Benefit Services, Labor Relations, Loss Prevention and Workforce Development.
