Public Safety Telecommunicator Certification Training

 

The Division of Statewide Emergency Telecommunications (DSET) is responsible for providing training and certification of Telecommunicators according to Connecticut General Statute Sec. 28-30.

 
Telecommunicator Certification Requirements
 
(a) Any individual seeking certification, who is currently employed as a public safety telecommunicator, shall be certified by the DSET upon successful completion of a state approved telecommunicator training program and the successful completion of a probationary work test period as verified by the employer.
 
(b) Any individual not currently employed as a public safety telecommunicator or private safety telecommunicator shall be certified by DSET upon his or her appointment as a public safety telecommunicator up to one (1) year after successful completion of a state approved telecommunicator training program and the successful completion of a probationary work test period as verfied by the employer.
 
(c) Any individual who, by reason of experience or specialized training, submits evidence of competence in the performance of telecommunicator training standards as set forth in section 28-30-7 of state regulations may apply for a Written Acknowledgement of Achievement from DSET.
 
 
Under all requirements, candidates must achieve a passing grade of 75% or better on the State of Connecticut Telecommunicator Exam, submit proof of Emergency Medical Dispatch (EMD) Certification, submit proof of successful completion of an AT&T Emergency 911 course, and employer must submit a letter to the DSET verifying that student has successfully completed a working test period with the employing agency.

Prerequisites for Admittance to the Telecommunicator Training Program

Applicants must pass NIMS 100 and NIMS 700 in order to apply for the Telecommunicator training program.  Both classes are available free-of charge at NIMS Online Training.

Once on the Federal Emergency Management Agency (FEMA) website, scroll to links for IS-100.b Introduction to Incident Command System, and IS-700.a NIMS An Introduction.  Each link will bring you to an introductory page.  To begin the training, click on Interactive Web-based Course under Take This Course.

There is an exam at the end of each course.  Upon successful completion of the tests, you will receive emails from the Emergency Management Institute at FEMA notifying you that you have passed.  Within 1-2 business days, you will receive an email with a link to create your electronic certificate.  Print the Certificate of Achievement, and send a copy with the Telecommunicator Training application form.  The Division of Statewide Emergency Telecommunications needs both NIMS 100 and NIMS 700 certificates not the confirmation email.

Enrolling in a State Training Program

1.  Candidates must be employed by a Public or Private Safety Agency to be admitted to a state-approved training program.

2.  Employers provide candidates with a registration form that is completed by both the employer and the student.
