The Public Information Office (PIO) gathers and disseminates timely and accurate information regarding law enforcement efforts to the public through various print and broadcast media in the state of Connecticut.


Through the media, the PIO staff brings information to the public. This information might include serious highway accidents, missing persons or help wanted from potential witnesses to crimes or accidents. Information is distributed to Connecticut citizens through new releases, press conferences and special events. The PIO office of the Connecticut State Police is committed to ensuring that the public is aware of our activities, our services and our presence.

Trooper First Class Kelly Grant (Public Information Office)

TFC Kelly Grant joined the Connecticut State Police in 2001 and has been assigned to the

Public Information Office for the past five years.  TFC Grant started her state police career

at Troop A in Southbury and during her 14 years of service, has also been deployed to the

State Police Training Academy as an instructor, the Governor’s Security Unit and the

Selections and Recruitment Unit. TFC Grant earned a Bachelor of Arts degree from the

University of Connecticut in 1994.



Trooper Carlos Hernandez-Garcia (Troop C - Tolland)

Trooper Hernandez-Garcia joined the Connecticut State Police in 2013 and has been

assigned to Troop C in Tolland since his graduation from the Police Academy.  Tpr.

Hernandez-Garcia was previously employed by the Department of Homeland Security,

Transportation Security Administration, as a Transportation Security Officer at Bradley

International Airport from 2008 to 2013. Tpr. Hernandez-Garcia has also served in the

United States Air Force National Guard since 2009. He previously served in the United

States Marine Corps from 2002 to 2009. Tpr. Hernandez-Garcia is fluent in both English

and Spanish.  He has earned credits towards an Associate’s degree at Connecticut’s

Manchester Community College.



Trooper Joel Contreras (Troop G - Bridgeport)

Trooper Contreras also joined the Connecticut State Police in 2013 and has been assigned

to Troop G in Bridgeport since his graduation from the Police Academy.  Prior to joining

the Connecticut State Police, Tpr. Contreras worked as a Program Director for the YMCA

of Greater New York in the Bronx.  Tpr. Contreras is fluent in both English and Spanish

and also volunteers as a translator.  Tpr. Contreras earned a Bachelor of Science degree

magna cum laude in Criminal Justice from John Jay University in 2012.


 

Scott DeVico (Public Information Office) 


Scott DeVico has served as both the Public Information Officer and the Legislative Program

Manager for the Department of Emergency Management and Homeland Security from 2005

to 2011. Since the creation of the Department of Emergency Services and Public Protection in

2011, Scott DeVico has served as the Public Information Officer for Emergency Management

and Homeland Security, Scientific Services, POST, Fire Services and 911-Statewide as well

as the Legislative Program Manager for the department.  Before joining the agency, Mr.

Devico was a Legislative Liaison for the Office of the Governor of the State of Connecticut

from 2001 to 2005 and from 1995 to 2001; he held a number of positions with the Connecticut

State Legislature, including Clerk of the Public Safety and Security Committee.  Mr. DeVico

earned a Bachelor of Science degree from Connecticut’s Post University in General Studies /

Political Science in 1995.
