Integrated Water Quality Report to Congress
Prepared Pursuant to Clean Water Act
Sections 305(b) and 303(d)
Section 305(b) of the Federal Clean Water Act (CWA) requires each State to monitor, assess and report on the quality of its waters relative to designated uses established in accordance with the
Connecticut's Water Quality Standards. Section 303(d) of the CWA requires each State to list waters not meeting water quality standards and prioritize those waters for Total Maximum Daily Load (TMDL) development or other management. Reporting for these waters is submitted to the United States Environmental Protection Agency (US EPA) every two years.
Connecticut has historically submitted the Water Quality Report to Congress (305(b) Report) and List of Waters Not Meeting Water Quality Standards (303(d) List) as separate documents. Since 2004, the Connecticut Department of Energy and Environmental Protection (CT DEEP) has consolidated the submittals into one report which developed into the Integrated Water Quality Report (IWQR). Connecticut's CALM or Consolidated Assessment and Listing Methodology has also been included in the Integrated Report as Chapter 1.
The final documents are available for the
2010 State of Connecticut Integrated Water Quality Report (revised 8/24/11; for details see the
Department's letter to US EPA) and accompanying
Integrated Water Quality Report Fact Sheet. This Report was prepared by DEEP to fulfill a requirement of the Federal Clean Water Act under Section 303(d). An informational meeting for the report was conducted at DEEP headquarters on May 5, 2011, while the public comment period closed on May 11, 2011. The comments received by the Department are available as well as the Department’s response to each comment (
Summary of Public Comments and
Responses to Comments). Connecticut's 303(d) list in the 2010 Integrated Water Quality Report was approved by the US EPA on September 19, 2011.
