X-Ray and Ionizing Radiation Source Registrations
An Environmental Permitting Fact Sheet

Program Overview

This permit program, administered by the Bureau of Air Management’s Radiation Division, oversees programs relating to ionizing radiation and radioactive materials. Ionizing radiation includes, but is not limited to, gamma rays, x-rays, alpha and beta particles, neutrons, protons, high-speed electrons, and other atomic or nuclear particles. Radioactive material includes any materials, solid, liquid, or gas that spontaneously emit ionizing radiation. These programs provide protection for the health of the general public and the preservation of the environment.

Authorizing Statutes

Sections 22a-148 through 22a-158 of the Connecticut General Statutes (CGS)

Regulations

Sections 19-24-1 through 19-24-14 of the Regulations of Connecticut State Agencies (RCSA)

"Standards for Protection against Radiation" pursuant to the Atomic Energy Act of 1954.

Who Must Apply

  • Each person, firm, corporation, town, city, or borough conducting or planning to conduct any operation with a source of ionizing radiation must register with the Commissioner unless specifically exempted by regulation.
  • Hospitals using radioactive materials or isotopes for the diagnosis or treatment of diseases, for research, or for other applications shall register with the Commissioner.
  • Devices emitting x-rays which are used for diagnostic or therapeutic purposes by or under the supervision of a licensed practitioner of medicine, surgery, osteopathy, chiropractic, natureopathy, dentistry, podiatry, or veterinary medicine and surgery, as authorized by law, shall be registered with the Commissioner.

Required Documents

Sources of ionizing radiation must register annually in January by using the  Ionizing Radiation Registration Form (DEP-RAD-REG-100); additional required documents include an Applicant Compliance Information Form, a copy of a U.S. Nuclear Regulatory Commission License for new registrations or amended pages of a U.S. Nuclear Regulatory Commission License, for renewals, if applicable. This registration form does not include the registration of medical x-ray devices.

Reports and Inspections

Each person possessing or using a source of ionizing radiation shall maintain records relating to receipt, storage, transfer, disposal, and other such records the Commissioner deems necessary, including maintenance of records showing the radiation exposure of individuals for whom personnel monitoring is required. Fees

The ionizing radiation and therapeutic and diagnostic X-Ray tube registration fees are:

  • $200.00 annually for each facility using a source of ionizing radiation pursuant to CGS Section 22a-148(c).

  • $150.00 biennially for each x-ray emitting device pursuant to CGS Section 22a-150.

Review and Processing

The Commissioner may provide, pursuant to regulations, for the general or specific licensing of activities, sources, devices, or equipment which involve the use of ionizing radiation.

Unique Processing Features

After the initial registration, each person, firm, corporation, town, city, or borough conducting or planning to conduct any operation with a source of ionizing radiation must reregister annually in January.

After the initial registration, medical x-ray devices must be reregistered biennially.

Public Participation

Any proceedings pursuant to CGS Sections 22a-151 to 22a-158, inclusive, shall be subject to a public hearing when requested by any person whose interest may be affected by such an activity. Should a public hearing be requested, notice of the hearing must be published at least thirty days prior to the scheduled hearing date.
