Biennial Hazardous Waste Report

What is a Hazardous Waste Report?
A Hazardous Waste Report is also known as the "Biennial Report" or "BRS".  The Connecticut Hazardous Waste Management Regulations require certain handlers of hazardous wastes to file a report summarizing hazardous waste activity for odd-numbered years.  Report forms are sent to registered handlers, who are required to complete and return their report to the Department of Environmental Protection by March 1 of the following (even numbered) year.  Reports for 2009 must be submitted to the DEP by March 1, 2010.

Filers are strongly encouraged to use the free reporting software package "Waste Reporter".  This free software, including documentation and on-line help, is available on the Environmental Support Solutions website.

Who is required to file a report?
Large Quantity Generators (LQG) and Treatment and Storage & Disposal Facilities (TSDF) are required to file a full report.

Small Quantity Generators (SQG) and Conditionally Exempt Small Quantity Generators (CESQG) are not required to file a full report.  However, if you receive a report package from the DEP, you are still classified as an LQG or TSDF. In this case, you must fill out and submit at least the Site Identification Form.

When must the report be submitted? 
All reports are due by March 1, 2010.  A thirty day extension will be granted to anyone who asks for one by notifying the DEP in writing before the deadline.

Glossary of Terms

Handler - Any entity that generates, stores, treats or disposes of any waste defined by the Connecticut Hazardous Waste Management Regulations as a hazardous waste.  Handlers are further defined as one of the following:

TSDF - Treatment, Storage and Disposal Facility – a facility specially permitted to receive, treat, store or dispose hazardous wastes.  A full report is required.

LQG - Large Quantity Generator - a facility that generates more than 1,000 kilograms (Kg) of hazardous wastes in any calendar month, or accumulates more than 1,000 Kg of hazardous waste or generates more than 1 Kg of acute hazardous waste.  A full report is required.

SQG - Small Quantity Generator - a facility that generates more than 100 Kg but never more than 1,000 Kg of hazardous wastes in any calendar month, and does not accumulate more than 1,000 Kg of hazardous waste and does not generate or accumulate  more than 1 Kg of acute hazardous waste.   If you receive the report package, only the Site Identification Form must be submitted.

CESQG - Conditionally Exempt Small Quantity Generator - a facility that does not generate more than 100 Kg of hazardous waste in any calendar month and does not accumulate more than 1,000 Kg of hazardous waste and does not generate or accumulate more than 1 Kg of acute hazardous waste.  If you receive the report package, only the Site Identification Form must be submitted.

Hazardous waste - Any waste that is defined as hazardous by the Code of Federal Regulations, Title 40, part 261 (40 CFR 261), subparts C and D, as those regulations are incorporated by reference and modified by section 22a-449(c)-101 of the Regulations of Connecticut State Agencies.  These regulations describe the various hazardous wastes and their associated codes.
