Because the Legislative intent is clear and it is anticipated that the Governor will sign the bill into law in the near future, the Department will not enforce the 3-9/32 inches gauge size as it applies to lobsters possessed by dealers, wholesalers and shippers engaged in interstate transportation of lobsters, so long as certain conditions are met. On April 18, 2006 the Department mailed a notice to lobster dealers, wholesalers and retailers announcing newly implemented regulations that prohibited, in Connecticut, the possession and sale by anyone of lobsters less than 3-9/32 inches in carapace (body shell) length. Subsequently, on May 3, 2006, the Connecticut General Assembly passed House Bill 5846 that, among other things, implements provisions that provide relief to businesses involved in the interstate commerce of lobsters. This notice explains those provisions, which do not become effective until the governor signs the bill.

The landing limit for the commercial harvest of scup is 30,000 pounds per two-week period per license holder, regardless of where landed, until 80% of the coast wide 'winter I' scup quota is landed, at which time the trip limit will be 1000 pounds.
