In support of its mission to reduce the risk to the Nation’s critical infrastructure, the NPPD Office of Infrastructure Protection maintains a catalog of training programs to develop awareness of terrorist threats to critical infrastructure among Federal, State, local, tribal, territorial and private sector entities and educate participants on strategies for detecting and mitigating these threats. The Office for Bombing Prevention training is specifically designed to increase resilience while enhancing bombing prevention capabilities. Coordinated with State Homeland Security Officials and training offices, these courses may be requested by State, local, tribal, territorial agencies and critical infrastructure owners and operators through DHS Protective Security Advisors (PSAs) and the Office for Bombing Prevention.

This workshop improves participants’ ability to manage IED threats by outlining specific safety precautions associated with explosive incidents and bomb threats. The workshop reinforces an integrated combination of planning, training, exercises, and equipment acquisition in order to maximize available resources.

This module provides an introduction to the workshop by outlining the agenda and overall purpose of the program. The introduction defines the threat and provides background information on relevant national policy, including National Infrastructure Protection Plan (NIPP), Homeland Security Presidential Directive 7 (HSPD-7) and Homeland Security Presidential Directive 19 (HSPD-19).

This module broadens participants’ understanding of the asymmetrical threat posed by terrorists and their organizations by looking at chronological trends in terrorist tactics, techniques, and procedures. This overview identifies IEDs as the most likely terrorist threat to the homeland.

This module provides insight to hazardous devices including recognition features of bomb making material and critical components. Explanation of explosive materials, the characteristics of various types of explosives and the catastrophic effect these devices have. This comprehension leads to better application of safety precautions when security is threatened.

This module illustrates that bomb threats are not all dealt with in the same way. Students will be provided with various options to deal with specific bomb threat scenarios. Planning objectives, bomb threat management, threat types and assessment, search techniques and safety concerns will all be discussed.

This module summarizes the workshop. Participants will have the opportunity to ask final questions and complete the Level 1 questionnaire.
