The DEMHS Government Relations Office is responsible for developing and implementing a program for achieving the department’s legislative goals. The office coordinates the process under which the department’s annual legislative proposals are developed and recommended to the Governor's Office and to the Office of Policy and Management. These recommendations include legislation needed to implement provisions contained in the governor’s budget recommendations, legislation needed to bring Connecticut into compliance with federal law and recommendations to improve the programs and operations of the department.

The office also:

  • Identifies and develops needed legislation by organizing the decision-making process by which legislative decisions are made. Activities include: soliciting legislative recommendations from key department personnel; developing legislative proposals in a uniform format to aid the Commissioner in the review of such proposals; drafting legislative bills; preparing the annual legislative package for submission to the Office of Policy and Management; and preparing the annual legislative submission to the appropriate committees of the Connecticut General Assembly.
  • Prepares agency testimony and coordinates agency appearances at the Connecticut General Assembly.
  • Monitors and reports on legislation affecting the department. The office also develops the department's responses to legislative matters affecting the programs and operations of the department and represents the department on such matters at the General Assembly.
  • Negotiate compromises, solutions and resolutions to legislative matters of behalf of the Commissioner.
  • Reviews enacted legislation and ensures compliance with legislative mandates.
  • Investigates and researches issues and complaints for members of the General Assembly, the legislature's staff and consitutents on matters relating to the departments programs and operations.
  • Acts as a liason to the Governor's Washington Office and to the members of the state's congretional delegation and staff, as well as, with other state agencies.
