Program Information

Overview
The American Recovery and Reinvestment Act of 2009 (ARRA) appropriated $3.2 billion for Energy Efficiency and Conservation Block Grants (EECBG) to be distributed by the U.S. Department of Energy (DOE) to states, eligible cities and counties, and eligible Indian tribes nationwide.  Of this $3.2 billion, Connecticut entities are eligible to receive EECBG ARRA funding totaling up to $24.5 million.  Of this $24.5 million received by Connecticut entities, $14.9 million in funding will be direct grants to specific larger municipalities and Indian tribes, and the remaining $9.6 million in funding will be directed to the State of Connecticut in part for distribution to municipalities not eligible to receive direct grants.  The Connecticut Office of Policy and Management (OPM) is the state agency responsible for overseeing and managing the allocation of this $9.6 million in EECBG ARRA funding.

Federal Direct Grant Program
Larger municipalities and Indian tribes in Connecticut that meet specific requirements are eligible to receive direct formula grants of EECBG ARRA funding from the DOE totaling $14.9 million.  To view a list of the specific Connecticut municipalities and Indian tribes eligible to receive these direct grants from the DOE click on the document below.  Please contact the individual municipalities or tribes for additional information about these grants.

State Formula Grant Program
The federal EECBG Grant Award to the State of Connecticut requires that not less than 60% of the funds be provided to municipalities not eligible for funding directly from DOE.  Connecticut’s plan is to award a grant to each of the 142 municipalities not covered by the federal grant program using a formula approach.  The 142 eligible municipalities must submit an application to the State for their formula grant indicating the project(s) that will be funded under this program.  To view a list of the specific Connecticut municipalities and the funds they are eligible to receive, click on the document below.  A separate list of projects by town will be published once the applications have been reviewed and grant awards made to the municipalities under this program.

State Supplemental Grant Program
Connecticut municipalities were invited to partner to apply for competitive sub-grants to implement energy projects of a regional benefit. As required under the guidelines of the Federal American Reinvestment and Recovery Act Energy Efficiency and Conservation Block Grant (ARRA EECBG), towns will be directed to use funding under the Supplemental Regional Bonus Pool Program to reduce fossil fuel emissions in a manner that is environmentally sustainable and, to the maximum extent practicable, maximize benefits for local and regional communities; reduce the total energy use of the eligible entities; and improve energy efficiency in the building sector, the transportation sector and other appropriate sectors.  Application approval under this grant program is based on criteria that prioritize projects including energy saved, renewable energy generated, green house gas reduction, estimated job creation, the regional impact of the aforementioned categories and if other funding is leveraged through the use of these funds.
