VW Grant Information

Current Grant Opportunities

Connecticut is eligible to administer a total of $55,721,170 from the Volkswagen Settlementís Environmental Mitigation Trust (Trust) as specified in Appendix D-2 to the Environmental Mitigation Trust Agreement for State Beneficiaries (Mitigation Trust Agreement). DEEPís plans for the allocation of funds are outlined in the State of Connecticut Mitigation Plan. Project funding will be awarded through an open, competitive and transparent process that will comply with all applicable state and federal procurement requirements. DEEP will maintain and make publicly available all documentation submitted in support of each funding request and all records supporting all expenditures of eligible mitigation project funds.

Diesel Emissions Mitigation Program for Eligible Mitigation Action Options 1-8 (Diesel)

We are currently working on the design of the next round of funding for eligible diesel mitigation action options 1-8. Be aware that program eligibility requirements, funding levels, and application forms may change from round to round. Diesel Emissions Mitigation Program for Eligible Mitigation Action Option 9 (EVSE)

Light duty EV infrastructure projects are eligible for funding as outlined in our Final Mitigation Plan. However, solicitation for these projects will happen at a later date. Please sign up for our E-mail list to be notified of new grant opportunities as soon as they become available.

Diesel Emissions Mitigation Program for Eligible Mitigation Action Option 10 (DERA)

DEEP intends to utilize VW trust funds to match its State DERA allocation to allow for a greater variety of projects beyond those listed in the Trust. To be eligible for this match, proposed projects must be submitted for funding through the State DERA program, which will launch in late summer. Semi-Annual Reporting Form for VW Grant Awardees (MSWord | pdf)
Awardees are required to submit semi-annual reports to DEEP on January 31 and July 31 for the six month period immediately preceding each of these dates to report progress on their awarded projects.

Proposal Period Opened: May 30, 2018
Proposals were Due: No later than 5:00 PM EST on July 31, 2018

For this initial round of funding, $7.5 million will be available for clean diesel project grants. Both non-government and government entities are eligible to apply for funding to implement the following eligible mitigation projects:

  • Replacement or Repower of On-Road Heavy Duty Vehicles (Class 8 Local Freight Trucks and Port Drayage Trucks, Class 4-8 School Bus, Shuttle Bus, or Transit Bus, and Class 4-7 Local Freight Trucks)
  • Replacement or Repower of Non-Road Equipment (Airport Ground Support Equipment, Forklifts and Port Cargo Handling Equipment)
  • Repower or Engine Upgrades for Commercial Marine Vessels (Ferries, Tugs)
  • Shorepower for Ocean-Going Vessels
  • Replacement or Repower of Locomotives (Freight Switchers)

June 19, 2018 - Webinar on Connecticut's Diesel Emissions Mitigation Program Round 1 {VW grant webinar title page}

DEEP held an informational webinar on June 19, 2018 providing a brief background on the VW Settlement, a review of the Diesel Emissions Mitigation Program requirements, eligible projects and funding amounts, an overview of the program forms, DEEPs processing timeline, awardee responsibilities, and a Q&A period.
