Connecticut Menhaden Amendment 3 Implementation Meeting

The meeting will be held at:

CT DEEP Hartford Main Headquarters
Gina McCarthy Auditorium
79 Elm Street
The Atlantic States Marine Fisheries Commission Menhaden Management Board approved Amendment 3 to the Interstate Fishery Management Plan (FMP) for Atlantic Menhaden in November 2017. The Amendment maintains the management program’s current single-species biological reference points until the review and adoption of menhaden-specific ecological reference points as part of the 2019 benchmark stock assessment process. It also addresses a suite of commercial management measures including allocation, quota transfers, quota rollovers, incidental catch, the episodic events set aside program, and the Chesapeake Bay reduction fishery cap. The final amendment can be found at:
In addition to its Amendment 3 deliberations, the Board set the total allowable catch (TAC) for the 2018 and 2019 fishing seasons at 216,000 metric tons. Under the amendment, states now get a minimum of 0.5% of the coastwide TAC, which for Connecticut means a 2018 quota of 2.476 million pounds, an increase of about 2.4 million pounds.
The Marine Fisheries Program would like public input on how to manage Connecticut’s 2018 commercial menhaden quota. Potential management measures may include:
• directed fishery possession limits;
• fishery possession limit triggers or adjustment values;
• commercial fishery reporting requirements;
• gear specifications or configurations;
• gear specific possession limits or annual limits.
Free parking is available for this meeting at the lot located at 165 Capitol Avenue, diagonal from the Bushnell Center for the Performing Arts. Please give yourself extra time to park, walk one block north to Elm Street (located across from Bushnell Park) and go through building security.
