The U.S. Environmental Protection Agency (EPA) noted that some of the post-2002 control measures identified in the Connecticut 1997 Annual PM2.5 NAAQS Attainment Demonstration are not approved in the state implementation plan (SIP). In response, the Connecticut Department of Energy and Environmental Protection (CT DEEP) is submitting the following four control measures into the SIP as measures producing directionally correct emissions reductions in support of attainment of the 1997 annual PM2.5 NAAQS:
• Control of sulfur dioxide emissions from power plants and other large stationary sources, Section 22a-174-19a of the Regulations of Connecticut State Agencies (RCSA) (submitted in part);
• VOC reductions from the manufacture and use of adhesives and sealants, RCSA Section 22a-174-44;
• Outdoor wood burning furnace restrictions, Section 22a-174k of the Connecticut General Statutes;
• General Permit to Construct and/or Operate a New or Existing Distributed Generation Resource.
Although the emissions reductions anticipated from the last three of these measures are not quantified for the purposes of the 1997 Annual PM2.5 NAAQS Attainment Demonstration, CT DEEP notes that the VOC emissions reductions of RCSA section 22a-174-44 were included in the attainment modeling and quantified for the purposes of the Connecticut 8-Hour Ozone
Attainment Demonstration, which was submitted to EPA on February 1, 2008.
With regard to RCSA section 22a-174-19a, CT DEEP is requesting approval only for portions of the regulation. A version of the regulation is submitted with strikeout font to indicate those portions of the regulation that CT DEEP is not submitting for approval.

For each of the four control measures identified above, the documents in this appendix demonstrate that all required state and federal procedures for public participation were followed in satisfaction of the requirements of 40 CFR 51, Appendix V, Section 2. Such documents are as follows:
