Notice to Commercial Summer Flounder Fishermen

SUMMER FLOUNDER POSSSESSION LIMITS
Under authority of 26-159a of the Connecticut General Statutes and Section 26-159a-22 of the Regulations of Connecticut State Agencies, the Commissioner of Environmental Protection is authorized to establish or adjust, by declaration, closed seasons, length limits, creel limits, trip limits and trip limit adjustment values in order to meet the harvest level for efficient management and to comply with interstate fishery management plans adopted by the Atlantic States Marine Fisheries Commission (ASMFC).

In accordance with this authority the following possession limits are effective 0001 hours, Sunday, March 5, 2012.

SUMMER FLOUNDER
The landing and possession limit through April 30, 2012 inclusive, is now 2,000 pounds per week, until a total of 45% of the Connecticut quota specified in the plan has been landed in Connecticut, at which time the possession limit shall be 100 pounds per trip until a total of 50% of said quota has been landed, at which time the limit shall be zero pounds.

When the possession limit is above 100 pounds during this period, no vessel shall land or possess summer flounder on more than two (2) trips per week beginning on Sunday morning at 00:00:01 hours and ending on Saturday night at 23:59:59 hours and the total weight of summer flounder landed in those two trips cannot exceed 2,000 pounds.

CALL-IN REQUIRED. Prior to leaving port on a trip where summer flounder will be possessed or landed in Connecticut under weekly possession limit measures, the owner or operator must call CT DEEP Law Enforcement (24 hours a day) at 860-424-3503 to declare they are making a commercial summer flounder trip and provide the following information: 1. Vessel Name, 2. Departure date and time, 3. Estimated return date and time, and 4. Expected port of landing.

DEEP monitors landings and adjusts trip limits according to Department regulations in an attempt to provide fishing opportunity throughout the year for all participants in the commercial fishery. In addition, the Department strives to provide advance notification of trip limit changes, although this may not always be possible due to rapidly escalating or unanticipated landings. In such circumstances, only a short notification period may be possible.
