The Commissioner of the Department of Energy and Environmental Protection (“DEEP”) hereby gives notice that a tentative determination has been reached to approve the following application. The Commissioner also intends to waive the requirement for public hearing pursuant to Section 22a-403 of the Connecticut General Statutes provided that a hearing may be held if the Commissioner determines that the public interest will best be served thereby, or shall hold a hearing upon receipt of a petition as more thoroughly described below.

Project Location: The dam is located at 1280 Branch Road in the Towns of Thomaston and Watertown, CT

REGULATORY CONDITIONS
The proposed activities include the following: replacing the concrete crest, repointing the downstream stone masonry, installing a post-tension anchor system at the Wigwam Reservoir Dam, and raising the top of the earthern embankment one foot, reconstructing the left concrete training wall, and repairing spalled concrete at the spillway of the Wigwam Reservoir Dike. The activities will temporarily affect Branch Brook.

Before making a final decision on this application, the Commissioner shall consider written comments on the application from interested persons. Written comments on the application should be directed to Ivonne Grajko Hall, Water Planning & Management Division, Bureau of Water Protection and Land Reuse, Department of Energy and Environmental Protection, 79 Elm Street, Hartford, CT 06106-5127, or may be submitted via electronic mail to: Ivonne.Hall@ct.gov no later than thirty (30) days from the publication date of this notice.
 
PETITIONS FOR HEARING
Petitions shall be signed by at least twenty five persons and should include the application number noted above and also identify a contact person to receive notifications. Petitions may also identify a person who is authorized to engage in discussions regarding the application and, if resolution is reached, withdraw the petition. All petitions must be received within the comment period noted above.
