The Facility consists of: one site access gate; an office and scale house building; one truck scale; a volume reduction building area that includes: tipping floors for storage and processing activities; indoor areas dedicated for storage and processing; an elevated pick-line with storage bunkers for processing Recyclable Items; one baler; and outdoor staging areas for loaded and/or empty containers and trailers. Application No. 201608469 seeks authorization for the receipt and processing of 700 tons per day of the following types of solid waste: (a) Municipal Solid Waste (MSW) including Oversized MSW, putrescible and non-putrescible MSW; (b) Construction & Demolition Waste which may contain Clean Wood, scrap tires, scrap metal including appliances containing clouroflourocarbon liquid and propane tanks without valves; (c) Commingled Recyclable Items; and (d) Mixed Paper. Application No. 201608469 also seeks authorization to for the addition of a sorting conveyor for the fiber processing line and an inclined feed conveyor for baling MSW. The Facility is currently registered under the Commercial General Permit, Registration No. 15101223-CGP-F, for the management of recyclables. The general permit registration No. 15101223-CGP-F issued on August 21, 2016 will no longer be in effect upon the Commissioner’s granting of an authorization to operate the Facility.

Before making a final decision on this application, the Commissioner shall consider written comments on the application from interested persons. The Commissioner may conduct a public hearing if the Commissioner determines that the public interest will best be served thereby, or shall hold a hearing upon receipt of a petition signed by at least twenty-five persons. Petitions may also identify a person who is authorized to engage in discussions regarding the application and, if resolution is reached, withdraw the petition.
