About DDS Employment

With a workforce of over five thousand (5,000) employees and nearly (150) separate worksites located throughout the State, Department of Developmental Services (DDS) has a significant employment presence in the State of Connecticut.  Our employees provide a wide variety of services designed to meet the direct care, professional medical and general administrative needs of the consumers we exist to serve.  Positions exist with both full time and part time status, on both a permanent and temporary basis and for a variety of shifts and schedules.

As in all State of Connecticut Agencies, employment in DDS is subject to the terms and conditions of the State Merit System. This system ensures that opportunities are developed and candidate selections are made in accordance with State Statutes, State Regulations and applicable collective bargaining agreements.  Toward this end, positions are defined as either competitive or non competitive.

For competitive positions, admission to and successful completion of an announced examination is required for consideration.  Individuals who achieve this status appear on certified employment lists and are contacted as vacancies develop for the given classification for which they were examined.  Though most of these examinations are announced only periodically, some examinations, such as that for Developmental Services Case Manager, are given on a continuous recruitment basis.  In all cases where an examination is required, interested candidates must submit a State Application for Examination and Employment (CT-HR-12) to the Connecticut Department of Administrative Services.  That agency will determine whether the candidate qualifies for admission, will advise them of testing procedures and will generate the employment list needed for consideration of the candidate by DDS.  To view a list of current examinations, please visit the Department of Administrative Services Current State Employment Examinations website.

For non-competitive positions, DDS can hire directly as no formal examination is required.  When there is a non-competitive vacancy, DDS reviews applications and contacts individuals whose background appears to meet the requirements of the vacancy.  Most of the non-competitive hiring in DDS is in direct care, in the Developmental Services Worker 1.  Please note, however, that all hiring for this and other direct care classifications takes place through the CTHealthJobs.org website.  If you are interested in such opportunities, please access that site through the provided link.

It should also be understood that some posted job and/or examination announcements restrict the eligible candidates based on current employment status.  Announcements identified as for  State Employees are open only to individuals currently employed by the State of Connecticut.  Announcements identified as for Agency Employees are open only to individuals currently employed by the Agency where the vacancy exists.  Announcements identified as  Open to the Public are open to anyone who meets the experience and training requirements.

For those unfamiliar with State Employment hiring practices we highly recommend viewing the State Jobs Video, developed and maintained by the State Department of Administrative Services.  This video gives a brief yet thorough overview of the State employment application process.
