Public Hearing Agenda

Dear Members of the Public,

The Connecticut Sentencing Commission was established under Connecticut Public Act 10-129, An Act Establishing a Sentencing Commission, to review on an ongoing basis the criminal justice and sentencing policies and laws of this state. Part of the commission’s charge is to “make recommendations concerning criminal justice legislation, including proposed modifications thereto, to the joint standing committee of the General Assembly having cognizance of matters relating to the judiciary which shall hold a hearing thereon.” To that end, the Connecticut Sentencing Commission is considering the recommendation of several legislative proposals for the 2014 Connecticut General Assembly legislative session.

In brief these proposals concern:

1) Sentencing and Parole for persons who were under 18 at the time of the commission of their crime/s;

2) Modification of the Drug Free School Zone statute;

3) Certificates of Rehabilitation regarding employment and licensure of persons who have committed felonies.

The Sentencing Commission, recognizing the importance of public input, is very interested in learning the views and opinions of those who may be affected by these proposals. As such, the Sentencing Commission would like to inform the public of an upcoming Public Hearing scheduled to begin on November 21st at 11:00 A.M. in room 2C of the Legislative Office Building (LOB), which is located at 300 Capitol Avenue in Hartford, CT.

Sign-up for the public hearing will begin at 8:30am and conclude at 10:30am and will take place at the Legislative Office Building 1st Floor Atrium by the "Up" escalator. Speaker order will be decided by a lottery system. Anyone wishing to testify after the drawing is closed must sign up on the official list in Room 2C, at which point sign-up will be accepted on a first come, first serve basis. Written testimony will be accepted for distribution to Commission members for the public hearing during the sign up period. If you would like each Commissioner to have a copy for the hearing, please submit 30 copies. If you would simply like to have your testimony submitted for the public record please submit one copy. Please note that any testimony submitted for the public record will be placed on the Commission's website. Electronic testimony can be submitted to the Commission for the public record at any point prior to the hearing via email to: SentencingCommission@ccsu.edu . Speakers will be limited to three minutes of testimony. The Committee requests that testimony be limited to matters related to the proposals on the agenda.
