COUNCIL MEETING

March 8, 2016

Temple Beth El, West Hartford

The 200th meeting of the CT Council on Developmental Disabilities was held on Tuesday, March 8, 2016 from 10:00 AM to 2:45 PM at Temple Beth El in West Hartford.

1. Call to Order:  Shelagh McClure called the meeting to order at 10:00 AM. 

           

2. Approval of Agenda:  April Burke motioned to approve the agenda. John Curtin seconded the motion. The agenda was approved unanimously.

           

3. Approval of Minutes of 1/12/16:  Michelle Chase motioned to approve the minutes. Tony Orriola seconded the motion. The minutes were approved.

           

4. Introduction of Ellen Gregory, New Council Member:   Ellen Gregory is from Bristol and is awaiting Council appointment.  She will attend meetings as a non-voting member until her appointment from the Governor is received.  Shelagh McClure and the Council welcomed her. 

5. Budget Issues and Legislative Actions:  Shelagh McClure reviewed a packet of testimony that has been submitted during February and early March on the Council’s behalf. She summarized the Council’s stance on a list of bills currently before the State Legislature:
  • Senate Bill #294An Act Concerning Individuals with Intellectual Disability SUPPORT
  • House Bill #5176An Act Concerning Community Residences  OPPOSE
  • House Bill #5044An Act Making Adjustments to State Expenditures for the Fiscal Year Ending June 30, 2017  OPPOSE
  • Senate Bill #17An Act Implementing the Governor’s Budget Recommendations for Human Services NO POSITION
  • House Bill #5016An Act Concerning the Governor’s Recommendations Concerning General Government OPPOSE
  • House Bill #5050An Act Modernizing Parking Signs for People with Disabilities  SUPPORT
  • House Bill #5128An Act Concerning Funds Appropriated to the Department of Developmental Services SUPPORT
  • Senate Bill #9An Act Concerning Transparency in Public Spending NOT YET HEARD
6. Update on 2020 Campaign:  Focusing on the 2020 Campaign, Shelagh reminded everyone that the Council already elected to set aside funds in their budget to roll out a media campaign. Molly Cole shared that the new initiative for the Campaign this year is public awareness; mobilizing the public and getting them to sign on...  The Council will engage Bernard Kavaler Bernard to film 2 minute videos clips highlighting the impact of the 2020 Campaign’s policies and the possibilities of leading a great life in the community. Outreach presentations will be made in April at the CT Family Support Council legislative Breakfast and at two other planned meetings.  Allan Bergman will assist in these presentations. Council members were tasked with approaching groups and organizations with which they are affiliated and educating them about the 2020 Campaign.
 
7.Introduction of Guest, Carly Bobenski:  Carly is the Council’s new Facebook Administrator. Everyone was encouraged to send Carly items to be posted and to share the link with as many people as possible to create traffic.

           

8. Five Year Plan:  The Five Year Plan Goals and Objectives were reviewed and further refined. Shelagh McClure asked for a motion to accept the changes as the Council’s portion of the Five Year Plan’s goals and objectives. April Burke made the motion and Meg McDermott seconded it. Everyone accepted the plan, with the exception of John Curtin, who abstained. The goals and objectives are being forwarded to the public, so they can comment on them. After 45 days, the plan will go back to the Council along with the opinions of the public. At that time, it will be decided how to incorporate the public comments into the plan.

9.Director’s Report:  Molly Cole gave the Director’s Report and Budget Report.

 

10. Collaboration Update:  A reprint of the ‘Into the Community – Lifestyle opportunities for individuals with disabilities’ booklet and a flyer for The CT Cross Disability Lifespan Alliance 2016 schedule of meetings was given to all Council members.

 

11. Discussion of Retreat:  The Council retreat will be held on Tuesday, April 5th will be held at Temple Beth El in West Hartford. It will start at 9:30 AM. Discussion items will include the  2020 campaign activities and outreach,  and talking points for that campaign, issues regarding the Office of Protection and Advocacy, the Partners in Policymaking Reunion. 

 

12. Adjournment of Meeting:  Shelagh McClure motioned for adjournment. Kathy Wolkner seconded the motion.  The meeting adjourned at 2:45 PM. The next Council meeting will be held on Tuesday, May 10th in a location to be determined.
