A meeting of the Connecticut Siting Council (energy/telecommunications) will be held on September 19, 2013, at 1:00 p.m. in Hearing Room Two, Ten Franklin Square, New Britain, Connecticut.

  1. Minutes of September 5, 2013.
  2. DOCKET NO. 190B Meriden Gas Turbines, LLC Certificate of Environmental Compatibility and Public Need for a 530 MW combined cycle generating plant in Meriden, Connecticut. Reopening of this docket pursuant to Connecticut General Statutes 4-181a(b) limited to Council consideration of changed conditions and Decommissioning Plan.  Draft Findings of Fact, Opinion, and Decision and Order.
  3. DOCKET NO. 265A - Dominion Nuclear Connecticut, Inc. Amendment and Modifications to the Certificate of Environmental Compatibility and Public Need for the existing independent spent fuel storage installation at Millstone Power Station, Rope Ferry Road, Waterford, Connecticut pursuant to Connecticut General Statutes 4-181a(b) for the limited purpose of determining if changed conditions related to the existing independent spent fuel storage installation justify a modification of the Decision and Order.  Motion to Reopen.
  4. DOCKET NO. 370 - The Connecticut Light & Power Company Certificate of Environmental Compatibility and Public Need for the Connecticut portion of the Greater Springfield Reliability Project that traverses the municipalities of Bloomfield, East Granby, and Suffield, terminating at the North Bloomfield Substation.  Development and Management Plan Revision.
  5.  DOCKET NO. 412 SBA Towers III and New Cingular Wireless PCS, LLC Certificate of Environmental Compatibility and Public Need for the construction, maintenance and management of a telecommunications facility located at Wewaka Brook Road, Bridgewater, Connecticut.  Development and Management Plan Revision.
  6. DOCKET NO. 424 - The Connecticut Light & Power Company Certificate of Environmental Compatibility and Public Need for the Connecticut portion of the Interstate Reliability Project that traverses the municipalities of Lebanon, Columbia, Coventry, Mansfield, Chaplin, Hampton, Brooklyn, Pomfret, Killingly, Putnam, Thompson, and Windham, which consists of (a) new overhead 345-kV electric transmission lines and associated facilities extending between CL&Ps Card Street Substation in the Town of Lebanon, Lake Road Switching Station in the Town of Killingly, and the Connecticut/Rhode Island border in the Town of Thompson; and (b) related additions at CL&Ps existing Card Street Substation, Lake Road Switching Station, and Killingly Substation.  Development and Management Plan for Card Street Substation, Lake Road Switching Station, and Killingly Substation.  Environmental Inspector.
  7. DOCKET NO. 440 New Cingular Wireless PCS, LLC (AT&T) application for a Certificate of Environmental Compatibility and Public Need for the construction, maintenance, and operation of a telecommunications facility located at 522 Colebrook Road, Colebrook, Connecticut.  Motion for Protective Order.
  8. PETITION NO. 1058 - The Connecticut Light and Power Company declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed 1990 line structure replacement project consisting of modifications of two sections of an existing 115-kV transmission line from Stevenson Substation to Frost Bridge Substation and from Baldwin Junction to Baldwin Substation traversing the municipalities of Monroe, Oxford, Middlebury, Waterbury and Watertown, Connecticut.  Development & Management Plan Revision.
  9. PETITION NO. 1068 BE 2012 A LLC petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the location and construction of a Customer-Side 400 kW Fuel Cell to be located at AT&T, 26 Washington Street, New London, Connecticut.  Request for Public Hearing.
  10. PETITION NO. 1075 - Crown Atlantic Company LLC petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed relocation of the driveway at an existing telecommunications tower located at 1684 Chamberlain Highway, Berlin, Connecticut.  Set Date for Decision.
