An Energy/Telecommunications meeting of the Connecticut Siting Council will be held on February 16, 2017, at 1:00 p.m. in Hearing Room Two, Ten Franklin Square, New Britain, Connecticut.

DOCKET NO. 467 - Homeland Towers, LLC and Cellco Partnership d/b/a Verizon Wireless Certificate of Environmental Compatibility and Public Need for the construction, maintenance, and operation of a telecommunications facility located at Brookfield Tax Assessor Map E10, Lot 014, 100 Pocono Road, Brookfield, Connecticut. Development and Management Plan.

PETITION NO. 1226 - Eversource Energy declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed construction, maintenance and operation of the new 115-kV Towantic Switching Station to be located adjacent to the Towantic Generating Station on Woodruff Hill Road, Oxford, Connecticut and the proposed modifications within existing right-of-way to its existing 1575 and 1585 115-kV electric transmission line extending 6.1 miles from Bunker Hill Substation, located at Clough Road, Waterbury, south through Middlebury to the proposed Towantic Switching station and reconductoring of its existing 1575 115-kV electric transmission line extending one mile from the proposed new switching station south to Structure 1446 (Oxford Tap) located near the Oxford Substation, Commerce Drive, Oxford.  FAA Modification.

PETITION NO. 1262 - Doosan Fuel Cell America, Inc. petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the construction, maintenance, and operation of 1380-kilowatt customer-side combined heat and power fuel cell facility to be located at the Borough of Naugatuck Waste Water Treatment Plant, 500 Cherry Street Extension, Naugatuck, Connecticut. Decision.

PETITION NO. 1266 - Doosan Fuel Cell America, Inc. petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the construction, maintenance, and operation of a 1840-kilowatt customer-side fuel cell facility to be located at the Waterbury Water Pollution Control Plant, 210 Municipal Road, Waterbury, Connecticut. Decision.

PETITION NO. 1275 - Bloom Energy Corporation, as an agent for Stanley Black & Decker, petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the construction, operation and maintenance of a Customer-Side 200-Kilowatt Fuel Cell Facility to be located at the Stanley Access Technologies building, 65 Scott Swamp Road, Farmington, Connecticut. Decision.

PETITION NO. 1277 - Bloom Energy Corporation, as an agent for Stanley Black & Decker, petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the construction, operation and maintenance of a Customer-Side 250-Kilowatt Fuel Cell Facility to be located at the Stanley Black & Decker World Headquarters, 1000 Stanley Drive, New Britain, Connecticut. Decision.

PETITION NO. 1278 - Bloom Energy Corporation, as an agent for Medtronic Inc., petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the construction, operation and maintenance of a Customer-Side 200-Kilowatt Fuel Cell Facility to be located at 20 Middletown Avenue and a Customer-Side 300 Kilowatt Fuel Cell Facility to be located at 195 McDermott Road, both located at the Medtronic campus in North Haven, Connecticut. Decision.

PETITION NO. 1279 - Bloom Energy Corporation, as an agent for The TJX Companies Inc., petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the construction, operation and maintenance of a Customer-Side 500-Kilowatt Fuel Cell Facility to be located at the TJX building, 1415 Blue Hills Avenue, Bloomfield, Connecticut. Decision.

PETITION NO. 1283 - The Connecticut Light and Power Company d/b/a Eversource Energy petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed modifications to the existing Southington Substation located at 315 Belleview Avenue, Southington, Connecticut. Decision.

PETITION NO. 1284 - Bloom Energy Corporation, as an agent for FedEx Ground, petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the construction, operation and maintenance of a Customer-Side 250-Kilowatt Fuel Cell Facility to be located at the FedEx Ground building, 40 Kennedy Road, South Windsor, Connecticut. Decision.

PETITION NO. 1285 - Cellco Partnership d/b/a Verizon Wireless petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed installation of a small cell wireless telecommunications facility on a replacement light pole located at Samuel M. Peretz Park, 221 West Main Street, Niantic (East Lyme), Connecticut. Decision.

  13. PETITION NO. 1286 - Eversource Energy petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed West Brookfield Reliability Project that includes reconductoring of approximately 1.4 miles of its existing No. 1887 115-kilovolt (kV) electric transmission line within existing Eversource electric transmission line right of way between the existing West Brookfield Substation located at 83 Prange Road and the existing West Brookfield Junction near Pocono Road in Brookfield, Connecticut, installation of two 14.4 Megavolt Ampere Reactive (MVAR) capacitor banks at the West Brookfield Substation located at 83 Prange Road, Brookfield, Connecticut and related substation and transmission line structure improvements.
