Please note, the Connecticut Siting Council (Council) is not required to maintain an online data base of Pending Matters.  Due to a high volume of filings, the Council may not be able to keep the information found on these sites up to date.  For complete Pending Matter information, please contact the Council's staff or feel free to view the hard copy of the pertinent file in the Council’s office.  The Council endeavors to keep information up to date for the convenience of the public.

 
The Council's preferred method of service to participants in a matter is via electronic mail.  If a participant prefers to receive hard copies of documents via regular mail, please notify the Council in writing.

PETITION NO. 1397 - Constitution Solar, LLC petition for a declaratory ruling, pursuant to Connecticut General Statutes §4-176 and §16-50k, for the proposed construction, maintenance and operation of a 20-megawatt AC solar photovoltaic electric generating facility on approximately 149 acres comprised of four separate parcels located off of Cornell Road in Plainfield, Connecticut and associated electrical interconnection.


PETITION NO. 1398 - LSE Pictor, LLC petition for a declaratory ruling, pursuant to Connecticut General Statutes §4-176 and §16-50k, for the proposed construction, maintenance and operation of a 1.99-megawatt AC solar photovoltaic electric generating facility on an approximately 104 acre parcel located off of Platt Hill Road, Winchester, Connecticut and associated electrical interconnection.



PETITION NO. 1401 - Revity Energy, LLC petition for a declaratory ruling, pursuant to Connecticut General Statutes §4-176 and §16-50k, for the proposed construction, maintenance and operation of a 12.25-megawatt AC solar photovoltaic electric generating facility on approximately 74.9 acres located at 424 Snake Meadow Road, Plainfield, Connecticut and 0 Valley Road, Sterling, Connecticut, and associated electrical interconnection to Eversource Energy’s Fry Brook Substation.



PETITION NO. 1403 - Bloom Energy Corporation petition for a declaratory ruling, pursuant to Connecticut General Statutes §4-176 and §16-50k, for the proposed construction, maintenance and operation of a 600-kilowatt customer-side fuel cell facility and associated equipment to be located at Southern Connecticut State University, North Campus, 201 Wintergreen Avenue, New Haven, Connecticut.


PETITION NO. 1404 - Bloom Energy Corporation petition for a declaratory ruling, pursuant to Connecticut General Statutes §4-176 and §16-50k, for the proposed construction, maintenance and operation of a 1350-kilowatt customer-side fuel cell facility and associated equipment to be located at Southern Connecticut State University, East Campus, 501 Crescent Street, New Haven, Connecticut.


PETITION NO. 1405 - The Connecticut Light and Power Company d/b/a Eversource Energy petition for a declaratory ruling, pursuant to Connecticut General Statutes §4-176 and §16-50k, for the proposed Horton Cove Circuit Separation Project consisting of a partial rebuild and separation of approximately 1 mile of its existing No. 100 69-kilovolt (kV) and Nos. 1410, 1280, and  1355 115-kV electric transmission line structures within existing Eversource electric transmission line right-of-way between a location east of Depot Road to a point east of Point Breeze Road, Montville, Connecticut, and related electric transmission line structure improvements.


PETITION NO. 1406 - Doosan Fuel Cell America, Inc. petition for a declaratory ruling, pursuant to Connecticut General Statutes §4-176 and §16-50k, for the proposed construction, maintenance and operation of a grid-side 9.66-megawatt fuel cell facility and associated equipment to be located at 600 Iranistan Avenue, Bridgeport, Connecticut, and associated electrical interconnection to the United Illuminating Company's existing Congress Street Substation.


PETITION NO. 1407 - Torrington Solar One LLC and VCP, LLC d/b/a Verogy petition for a declaratory ruling, pursuant to Connecticut General Statutes §4-176 and §16-50k, for the proposed construction, maintenance and operation of a 1.975-megawatt AC solar photovoltaic electric generating facility on an approximately 66.4 acre parcel located generally south of East Pearl Road and east of Torringford Street (Route 183) in Torrington, Connecticut and associated electrical interconnection.

DOCKET NO. 470B – NTE Connecticut, LLC application for a Certificate of Environmental Compatibility and Public Need for the construction, maintenance, and operation of a 550-megawatt dual-fuel combined cycle electric generating facility and associated electrical interconnection switchyard located  at 180 and 189 Lake Road, Killingly, Connecticut.  Reopening of this application based on changed conditions pursuant to Connecticut General Statutes §4-181a(b).


DOCKET NO. 483 - The United Illuminating Company application for a Certificate of Environmental Compatibility and Public Need for the Pequonnock Substation Rebuild Project that entails construction, maintenance, and operation of a 115/13.8-kilovolt (kV) gas insulated replacement substation facility located 700 feet southwest of UI’s existing Pequonnock substation on an approximately 3.7 acre parcel owned by PSEG Power Connecticut, LLC at 1 Kiefer Street, Bridgeport, Connecticut, and related transmission structure and interconnection improvements.

DOCKET NO. 484 - Cellco Partnership d/b/a Verizon Wireless application for a Certificate of Environmental Compatibility and Public Need for the construction, maintenance, and operation of a telecommunications facility at one of three locations at 72 Ragged Hill Road, Pomfret, Connecticut.

PETITION NO. 1222 - Windham Solar LLC petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed construction, maintenance and operation of three 2.0 Megawatt and four 1.0 Megawatt Solar Photovoltaic Electric Generating facilities located southeast of Hartford Turnpike and south of Fisk Road, Hampton, Connecticut.

PETITION NO. 1310A – Quinebaug Solar, LLC petition for a declaratory ruling, pursuant to Connecticut General Statutes §4-176 and §16-50k, for the proposed construction, maintenance and operation of a 50 megawatt AC solar photovoltaic electric generating facility on approximately 561 acres comprised of 29 separate and abutting privately-owned parcels located generally north of Wauregan Road in Canterbury and south of Rukstela Road and Allen Hill Road in Brooklyn, Connecticut. Reopening of this petition based on changed conditions pursuant to Connecticut General Statutes §4-181a(b).

PETITION NO. 1328  – Windham Solar LLC petition for a declaratory ruling, pursuant to Connecticut General Statutes §4-176 and §16-50k, for the proposed construction, maintenance and operation of one 1-megawatt (MW) and one .99-MW solar photovoltaic electric generating facilities located at 481 Mashamoquet Road, Pomfret, Connecticut.

PETITION NO. 1345 – Pawcatuck Solar Center LLC petition for a declaratory ruling, pursuant to Connecticut General Statutes §4-176 and §16-50k, for the proposed construction, maintenance and operation of a 15 MW AC solar photovoltaic electric generating facility on approximately 353 acres comprised of four abutting parcels located east of Pendleton Hill Road, north of the Pawcatuck River and south of Interstate-95 with proposed access from Ella Wheeler Road, and associated electrical interconnection to Eversource Energy’s Shunock Substation west of Pendleton Hill Road in North Stonington, Connecticut.

PETITION NO. 1385Cobb Road, LLC petition for a declaratory ruling, pursuant to Connecticut General Statutes §4-176 and §16-50k, for the proposed construction, maintenance and operation of a 1.95-megawatt AC solar photovoltaic electric generating facility on approximately 11.16 acres located at 20-1 Short Hills Road, Old Lyme, Connecticut and associated electrical interconnection.
