Please note, the Connecticut Siting Council (Council) is not required to maintain an online data base of Pending Proceedings.  Due to a high volume of filings, the Council may not be able to keep the information found on these sites up to date.  For complete Pending Proceeding information, please contact the Council's staff or feel free to view the hard copy of the pertinent file in the Council’s office.  The Council endeavors to keep information up to date for the convenience of the public.

 
The Council's preferred method of service to participants in a proceeding is via electronic mail.  If a participant prefers to receive hard copies of documents via regular mail, please notify the Council in writing.

DOCKET NO. 465 - The United Illuminating Company application for a Certificate of Environmental Compatibility and Public Need for the construction, maintenance, and operation of a 115/13.8-kilovolt (kV) replacement substation facility located on an approximately 1.5 acre portion of two adjoining UI-owned parcels directly adjacent to UI’s existing Baird Substation, 1770 Stratford Avenue, Stratford, Connecticut, and related transmission structure and interconnection improvements.


DOCKET NO. 463 - American Towers, LLC and New Cingular Wireless PCS, LLC application for a Certificate of Environmental Compatibility and Public Need for the construction, maintenance, and operation of a telecommunications facility located at East Lyme Tax Assessor Parcel ID 29.0 45, 351A Boston Post Road, East Lyme, Connecticut.


DOCKET NO. 461 - Eversource Energy application for a Certificate of Environmental Compatibility and Public Need for the construction, maintenance, and operation of a 115-kilovolt (kV) bulk substation located at 290 Railroad Avenue, Greenwich, Connecticut, and two 115-kV underground transmission circuits extending approximately 2.3 miles between the proposed substation and the existing Cos Cob Substation, Greenwich, Connecticut, and related substation improvements.

DOCKET NO. 466 - The Connecticut Light & Power Company d/b/a Eversource Energy application for a Certificate of Environmental Compatibility and Public Need for the Frost Bridge to Campville 115-kilovolt (kV) electric transmission line project that traverses the municipalities of Watertown, Thomaston, Litchfield, and Harwinton, which consists of (a) construction, maintenance and operation of a new 115-kV overhead electric transmission line entirely within existing Eversource right-of-way and associated facilities extending approximately 10.4 miles between Eversource’s existing Frost Bridge Substation in the Town of Watertown and existing Campville Substation in the Town of Harwinton; (b) related modifications to Frost Bridge Substation and Campville Substation; and (c) reconfiguration of a 0.4 mile segment of two existing 115-kV electric transmission lines across the Naugatuck River in the Towns of Litchfield and Harwinton within the same existing right-of-way as the new 115-kV electric transmission line.

DOCKET NO. 462 – Cellco Partnership d/b/a Verizon Wireless application for a Certificate of Environmental Compatibility and Public Need for the construction, maintenance, and operation of a telecommunications facility located at Danbury Tax Assessor’s Map L16, Lot 5, 15 Great Pasture Road, Danbury, Connecticut.

  
DOCKET NO. 453 – American Tower Corporation and New Cingular Wireless PCS, LLC application for a Certificate of Environmental Compatibility and Public Need for the construction, maintenance, and operation of a telecommunications facility located at Manchester Tax Assessor Map 133, Block 3700, Lot 701, 701 Lydall Street, Manchester, Connecticut.
 
PETITION NO. 1176 – The United Illuminating Company petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed Bridgeport 115-kV transmission line upgrade project consisting of the northern and southern sections of 115-kV lines extending from Congress Substation in the City of Bridgeport to Baird Substation in the Town of Stratford, Connecticut, and related substation improvements.

PETITION NO. 1178 – Fusion Solar Center, LLC petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed construction, operation and maintenance of a ground-mounted 20 megawatt solar photovoltaic electric generating facility located on Potash Hill Road, Sprague, Connecticut.

PETITION NO. 1184 - Beacon Falls Energy Park, LLC petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed construction, operation, and maintenance of a 63.3 Megawatt AC fuel cell facility located on Lopus Road, Beacon Falls, Connecticut. 

PETITION NO. 1195 - SolarCity Corporation petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed construction and operation of a 4.05 Megawatt Community Shared Solar Photovoltaic Electric Generating facility located on municipally-owned property at 1240 Poquonnock Road, Groton, Connecticut. 

PETITION NO. 1215 - Shagbark Lumber and Farm Supplies, Inc. petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed construction, maintenance and operation of a 1.6 Megawatt Solar Photovoltaic Electric Generating facility located at 21 Mount Parnassus Road, a/k/a Route 434, East Haddam, Connecticut.

PETITION NO. 1217 - Eversource Energy petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed separation of the existing 1779/1777 115 kilovolt (kV) electric transmission lines for 1.6 miles within existing right of way from Bloomfield Substation to Bloomfield Junction;  proposed separation of the existing 1751/1777 115kV electric transmission lines for 5.3 miles within existing right of way from Bloomfield Junction to North Bloomfield Substation; modifications to the existing overhead 1779 115 kV electric transmission line to loop into the Rood Avenue Substation via underground cables; including related transmission line structure improvements; and modifications to the Bloomfield Substation, 40 Crestview Drive and North Bloomfield Substation, 2 Hoskins Road both in Bloomfield, Connecticut and modifications to the Rood Avenue Substation located at 275 Rood Avenue, Windsor, Connecticut.

 

PETITION NO. 1218 - PSEG Power Connecticut LLC petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the construction, maintenance, and operation of a new 485 megawatt (MW) dual fuel combined-cycle electric generating facility at the existing Bridgeport Harbor Station located at 1 Atlantic Street, Bridgeport, Connecticut.

PETITION NO. 1220 -Windham Solar LLC petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed construction, maintenance and operation of three 2.0 Megawatt and one 1.0 Megawatt Solar Photovoltaic Electric Generating facilities located at 1219 and 1240 Voluntown Road, Griswold, Connecticut.

PETITION NO. 1221 - Windham Solar LLC petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed construction, maintenance and operation of two 1.0 Megawatt and one 1.5 Megawatt Solar Photovoltaic Electric Generating facilities located at 91 Plainfield Pike Road, Plainfield, Connecticut.

PETITION NO. 1222 - Windham Solar LLC petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed construction, maintenance and operation of three 2.0 Megawatt and four 1.0 Megawatt Solar Photovoltaic Electric Generating facilities located southeast of Hartford Turnpike and south of Fisk Road, Hampton, Connecticut.

PETITION NO. 1223 - SolarCity Corporation petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed construction, maintenance and operation of a 3.9 Megawatt Solar Photovoltaic Electric Generating facility located on municipally-owned property off Old Forge Road, Rocky Hill, Connecticut.

PETITION NO. 1224  – Woods Hill Solar, LLC petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed construction, maintenance and operation of a 17.61 Megawatt AC Solar Photovoltaic Electric Generating facility located at 90 and 101 Woods Hill Road, Pomfret, Connecticut.

PETITION NO. 1225  – Eversource Energy petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed rebuilding and reconductoring of approximately two miles of its existing No. 1682 115-kV transmission line within existing right of way from the Wilton Substation at 53 Old Danbury Road, Wilton to Norwalk Junction at 111 Danbury Road, Wilton, Connecticut.

PETITION NO. 1226 Eversource Energy petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed construction, maintenance and operation of the new 115-kV Towantic Switching Station to be located adjacent to the Towantic Generating Station on Woodruff Hill Road, Oxford, Connecticut and the proposed modifications within existing right-of-way to its existing 1575 and 1585 115-kV electric transmission line extending 6.1 miles from Bunker Hill Substation, located at Clough Road, Waterbury, south through Middlebury to the proposed Towantic Switching station and reconductoring of its existing 1575 115-kV electric transmission line extending one mile from the proposed new switching station south to Structure 1446 (Oxford Tap) located near the Oxford Substation, Commerce Drive, Oxford.

PETITION NO. 1227 – Eversource Energy petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed replacement of electric transmission line structures within approximately .8 miles of existing right of way along its existing No. 1975 115-kV transmission line traversing the municipalities of Middlefield, Durham and Middletown, Connecticut, and related transmission line structure improvements.

PETITION NO. 1228 The United Illuminating Company petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed modifications to its existing Pootatuck Substation located at 14 Old Stratford Road in Shelton, Connecticut and related modifications to adjacent 115-kV transmission lines within existing Eversource Energy right-of-way.

PETITION NO. 1229 Bloom Energy Corporation, as an agent for Ikea, petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the construction, operation and maintenance of a Customer-Side 250-Kilowatt Fuel Cell Facility to be located at the Ikea store, 450 Sargent Drive, New Haven, Connecticut.
