New London Woman Sent to Prison for Unemployment Compensation Fraud, Failure to Appear

A New London woman was sentenced today to serve 18 months in prison for fraudulently collecting Unemployment Compensation benefits and then failing to appear in court for her sentencing.

YVELINE LOUISSAINT, age 38, who is presently incarcerated at the York Correctional Institution in Niantic and whose last known address was 309 Crystal Avenue, New London, was sentenced in New Britain Superior Court after pleading nolo contendere to one count of Larceny in the Third Degree and guilty to one count of Failure to Appear in the First Degree.

Louissaint was accused of fraudulently collecting approximately $39,708 in Unemployment Compensation benefits between July 2009 and May 2011.  According to the arrest warrant affidavit, Louissaint claimed to be a U.S. citizen in order to collect the benefits when, in fact, she was not legally authorized to work in the United States.

On October 15, 2015, in New Britain Superior Court Louissaint pled nolo contendere to Larceny in the Third Degree.  She was to receive a sentence of 18 months to serve. The case was continued to October 29, 2015, for imposition of the sentence; however, Louissaint failed to appear for the sentencing and a rearrest warrant was issued.

On December 22, 2017, Louissaint was arrested in the Town of Groton and charged with Larceny in the Sixth Degree. The outstanding rearrest warrant from New Britain was served and she was charged with Failure to Appear in the First Degree. She was ordered held on a $350,000 bond.

Louissaint was sentenced today in New Britain by Judge Joan K. Alexander to a total effective sentence of 18 months in prison.

Louissaint’s arrests and convictions were the result of an investigation by the Unemployment Compensation Fraud Unit in the Office of the Chief State’s Attorney following a complaint by the Connecticut Department of Labor.
