A second man was arrested today and charged as a result of a Cold Case investigation into the November 10, 2007, shooting death of an Avon man outside of a Hartford restaurant.
Samuel Quiles, age 25, of 73 Silver Street, Middletown, was charged in a warrant with one count of Accessory to Murder, a class A felony punishable by not less than 25 years nor more than life in prison, and one count of Carrying a Pistol without a Permit, which is punishable by up to five years in prison and a $1,000 fine. The arrest was the result of an investigation conducted by the Major Crimes Division of the Hartford Police Department and the Cold Case Unit in the Office of the Chief State's Attorney into the death of 30-year-old Efrain Rodriguez. Mr. Quiles, who is currently in the custody of the State of Connecticut Department of Correction, was arrested today at Hartford Superior Court, G.A. No. 14, where he was appearing in another case. Bond on the latest charges was set in the arrest warrant at $2 million. According to investigators, at approximately 1:45 a.m. on November 10, 2007, Hartford police officers on patrol in the area of 1995 Park Street heard several gunshots coming from the MiBar restaurant. Mr. Rodriguez, a 30-year-old resident of Avon, was found in the parking lot suffering from a gunshot wound to the chest. He was pronounced dead at St. Francis Hospital and Medical Center at 2:04 a.m. A second man was treated for a gunshot wound to the leg. Today's arrest is the second in connection with the homicide of Mr. Rodriguez. Alexander Torres was arrested on August 1, 2008, and charged with one count each of Murder, Assault in the First Degree and Carrying a Pistol without a Permit. He was arrested following an investigatory grand jury investigation into the Rodriguez homicide. The charges are merely accusations and the defendants are presumed innocent until and unless proven guilty. The cases are being prosecuted by the Office of the State's Attorney for the Judicial District of Hartford. |
