Oklahoma Inmate Extradited to Face Charges in Milford "Cold Case" Homicide

An arrest warrant was issued on January 13, 2011, charging Luis A. Rodriguez with one count of Murder and one count of Felony Murder in the death of 28-year-old Kelsey Monahon, who was discovered unresponsive in her home on May 25, 2001.

An autopsy performed by the Office of the Chief Medical Examiner determined that the cause of death was strangulation and the manner of death was certified as homicide.

Rodriguez was arrested as a result of an extensive investigation conducted by detectives from the Milford Police Department in conjunction with the Cold Case Unit in the Office of the Chief State’s Attorney and the Office of the State’s Attorney for the Judicial District of Ansonia-Milford.

On June 11, 2013, Rodriguez, who was incarcerated on unrelated charges at the Federal Correction Institution at El Reno, Oklahoma, was extradited so that the arrest warrant could be served. Members of the United States Marshall Service assisted in the extradition by transporting Rodriguez to an airport in New York state where he was taken into custody by Milford Police detectives. Rodriguez subsequently arrested and held on $2 million bond pending his arraignment in Milford Superior Court, G.A. No. 22, on June 12, 2013.

The defendant is presumed innocent until and unless proven guilty.

The case will be prosecuted by the Office of the State’s Attorney for the Judicial District of Ansonia-Milford and the Office of the Chief State’s Attorney.
