 Transportation Committee - January 30, 2017 - H.B. No. 5303
  The Division of Criminal Justice respectfully recommends the Committee’s JOINT FAVORABLE SUBSTITUE REPORT for House Bill No. 5303, An Act Concerning Notice to the Department of Motor Vehicles of Juvenile Marijuana-Related Infractions. The concept behind this legislation is included in the Division’s 2017 Legislative Recommendations to the General Assembly.
 
 Public Safety and Security Committee - February 16, 2017 - S.B. No. 798
  The Division of Criminal Justice supports S.B. No. 798, An Act Concerning Police Assistance Agreements Between Municipalities and the Mashantucket Pequot Tribe or the Mohegan Tribe of Indians of Connecticut, and respectfully recommends the Committee’s JOINT FAVORABLE Report.
 
 Public Safety and Security Committee - February 16, 2017 - H.B. No. 5177
  The Division of Criminal Justice strongly supports the concept behind H.B. No. 5177, An Act Incorporating the International Property Maintenance Code into the State Building Code, and respectfully recommends the Committee’s JOINT FAVORABLE SUBSTITUTE REPORT.

  The Division of Criminal Justice supports H.B. No. 7015, An Act Concerning Debit Card Fraud and Penalties for Collection of Rental Payments on Foreclosed Property, and respectfully recommends the Committee’s JOINT FAVORABLE Report.
 
 Children Committee - February 21, 2017 - H.B. No. 6999
  The Division of Criminal Justice respectfully requests the Committee take NO ACTION on H.B. No. 6999, An Act Concerning the Use of Therapy Dogs to Comfort Children Testifying in Certain Criminal Prosecutions. This legislation is not necessary and as currently written could impose an unneeded and potentially unwise mandate on the courts.

 Transportation Committee - February 22, 2017 - H.B. No. 6282
  The Division of Criminal Justice supports the concept of Proposed H.B. No. 6282, An Act Concerning Open Containers in Motor Vehicles, but would respectfully recommend the Committee’s JOINT FAVORABLE SUBSTITUTE Report to encompass a comprehensive bill to address the ongoing problem of driving under the influence.
 
 Children Committee - February 28, 2017 - H.B. No. 7112
  The Division of Criminal Justice respectfully recommends the Committee’s JOINT FAVORABLE SUBSTITUTE REPORT for No. 7112, An Act Concerning Children’s Advocacy Centers. While the Division appreciates and supports the intent of the legislation, we cannot support it as it is now written because of the potential for substantial cost and unintended consequences. Given our support for the concept, the Division stands ready to work with all interested parties to draft substitute language addressing these concerns and better serving the children of this state.
 
 Banking Committee - March 2, 2017 - H.B. No. 7146
  The Division of Criminal Justice opposes H.B. No. 7146, An Act Requiring a Criminal Conviction for Certain Offenses Before Assets Seized in a Lawful Arrest or Lawful Search May Be Forfeited in a Civil Proceeding, and respectfully recommends the Committee take NO ACTION on this bill.
 
 Judiciary Committee - March 6, 2017 - S.B. No. 366
  The Division of Criminal Justice strongly opposes S.B. No. 366, An Act Requiring a Party to Reimburse the State or a Municipality for the Wages of an Employee Who Is Subpoenaed to Testify in a Legal Proceeding, and recommends the Committee take NO ACTION on this bill.
 
 Judiciary Committee - March 6, 2017 - H.B. No. 5541
  The Division of Criminal Justice opposes H.B. No. 5541, An Act Concerning the Application of Accelerated Rehabilitation for Persons Charged with Child Endangerment, and respectfully recommends the Committee take NO ACTION on this bill.H.B. No. 5541 proposes to make certain defendants eligible for Accelerated Rehabilitation provided they participate in the Family Violence Education Program. This simply makes no sense because existing law, which would remain unchanged by this bill, prohibits the individuals in question from participating in the Family Violence Education Program.
 
 Judiciary Committee - March 6, 2017 - H.B. No. 7215
  The Division of Criminal Justice supports Section 2 of H.B. No. 7215, An Act Concerning Courthouse Security, Indemnification of Law Enforcement Professionals and Aggravated Assault of a Public Transit Employee. Section 2 of this bill addresses an issue included in the Division of Criminal Justice Legislative Recommendations to the 2017 Regular Session. It is a largely technical matter involving the indemnification of law enforcement professionals and has been included in our legislative recommendations for at least the past several years.
 
 Judiciary Committee - March 6, 2017 - H.B. No. 7216
  The Division of Criminal Justice opposes H.B. No. 7216, An Act Concerning Family Impact Statements in the Cases of Defendants with Dependent Children, and respectfully recommends the Committee take NO ACTION on this bill. This is essentially the same legislation that was last heard in the Judiciary Committee during the 2014 Regular Session. As the Division stated in its testimony opposing the 2014 bill (S.B. No. 361), the legislation was not necessary then. Nor is it necessary today.
 
 Judiciary Committee - March 13, 2017 - H.B. No. 6002
  The Division of Criminal Justice supports H.B. No. 6002, An Act Concerning "Sexting" by a Child, and respectfully recommends the Committee’s JOINT SUBSTITUTE FAVORABLE Report for this bill.
 
 Judiciary Committee - March 15, 2017 - S.B. No. 1003
  The Division of Criminal Justice respectfully recommends and requests the Committee’s JOINT FAVORABLE Report for S.B. No. 1003, An Act Concerning Revisions to Various Statutes Concerning the Criminal Justice System. This bill was submitted to the Committee as part of the Division of Criminal Justice Legislative Recommendations to the 2017 Regular Session of the General Assembly, our legislative package.
 
 Judiciary Committee - March 15, 2017 - H.B. No. 7256
  The Division of Criminal Justice respectfully recommends and requests the Committee’s JOINT FAVORABLE SUBSTITUTE Report for S.B. No. 7256, An Act Concerning Revisions to Certain Criminal Justice Statutes and the Reporting of the Death of Any Person in State Custody. This bill was submitted to the Committee as part of the Division of Criminal Justice Legislative Recommendations to the 2017 Regular Session of the General Assembly, our legislative package.
 
 Judiciary Committee - March 15, 2017 - S.B. No. 980
  The Division of Criminal Justice respectfully recommends the Committee’s JOINT FAVORABLE SUBSTITUTE Report for S.B. No. 980, An Act Concerning a Victim’s Right to Be Reasonably Protected From the Accused. The Division does not oppose the concept behind this bill, but we cannot support the provisions on lines 65 through 67 that would shift the requirement for notifying crime victims when the defendant applies for accelerated pretrial rehabilitation to the Division of Criminal Justice.
 
 Judiciary Committee - March 15, 2017 - H.B. No. 7257
  The Division of Criminal Justice respectfully recommends and requests the Committee’s JOINT FAVORABLE REPORT for H.B. No. 7257, An Act Concerning Grand Jury Reform. This bill would preserve important protections that currently exist, expand other protections, and provide a more efficient means to empanel a grand jury to assist in the investigation of serious crimes.
 
 Judiciary Committee - March 22, 2017 - S.B. No. 1032
  The Division of Criminal Justice respectfully recommends the Committee’s JOINT FAVORABLE REPORT for S.B. No. 1032, An Act Concerning Technical Reorganization of Statutes Involving the Illegal Sale of Controlled Substances.
 
 Judiciary Committee - S. B. No. 1024 - S.B. No. 1042
  The Division would respectfully request that the bill be amended to include in the membership of the task force a prosecutorial official appointed by the Division of Criminal Justice Advisory Board established pursuant to Section 51-279a of the General Statutes. This board, established by the General Assembly in 1989, is comprised of the Chief State’s Attorney and the State’s Attorneys from each of the 13 Judicial Districts. Its charge is "to advise on state-wide prosecutorial standards and guidelines and other policy matters …"
 
 Judiciary Committee - March 24, 2017 - S.B. No. 930
  The Division of Criminal Justice respectfully requests the Committee’s JOINT FAVORABLE SUBSTITUTE REPORT for S.B. No. 930, An Act Concerning the Receipt of Annual Reports of Anti-Human Trafficking From Law Enforcement Agencies. The Division respectfully request that the reporting process adopted last year with regard to the Division of Criminal Justice and, specifically the State’s Attorneys, be streamlined to provide for greater efficiency.
 
 Government Administration and Elections Committee - March 6, 2011 - S.B. No. 211
  The Division of Criminal Justice opposes Proposed Bill No. 211, which would require the State Elections Enforcement Commission (SEEC) to dismiss any complaint for which probable cause is found if SEEC is unable to conclude its investigation into such violation within one year. This bill not only would jeopardize SEEC’s investigations of possible misconduct, but also would hamper the ability of the Division of Criminal Justice to investigate and prosecute criminal violations of election laws.
