CJIS Executive Director
The State of Connecticut selected Sean Thakkar as its Executive Director of the Criminal Justice Information System (CJIS) Governing Board. In accordance with Public Act 08-01, this newly established Executive Director position is appointed by the CJIS Governing Board. The CJIS Governing Board is charged with designing and implementing a comprehensive, state-wide information technology system to facilitate the immediate, seamless and comprehensive sharing of criminal justice information between state agencies, departments, boards and commissions as well as organized state and local law enforcement agencies having cognizance over matters relating to law enforcement and criminal justice.
CJIS is to include a central tracking and information database, a central electronic document repository, and centralized analytical tools, which are to be developed with state-of-the-art technology, and such other components or elements as are determined to be appropriate or necessary for the design and implementation of the system.
Mr. Sean Thakkar is an experienced Information Technology (IT) Executive/Chief Information Officer (CIO) with a breadth of experience in the following key areas:
• CIO County of San Luis Obispo and CTO Federal Justice agency
• IT Strategic Planning (Counties, Cities and Public Safety)
• IT Enterprise Solutions Management Infrastructure Managed Services
• Program Management Team Mentoring and Coaching
• Governance and Change management Server Consolidation and Virtualization
• Deep Public Safety IT Experience Large Procurement Experience
His leadership strengths include ability to effectively organize teams and departments; Aligning IT with business requirements to achieve business goals; lead by example and effectively utilize hands on management style in business development, project delivery; has successfully navigated widely varying company cultures and organizational structures during his career.
Strong CIO, CTO and project management experience with expertise in managing content delivery and multi-disciplined project teams for large complex procurements, strategic planning, SAAS, global outsourcing, transaction brokering and implementation projects. This experience is complemented by demonstrated success in strategy development, P&L management, hardware and software licensing, product life-cycle management, vendor selection and contract negotiation activities.
In his former position, he was the Southwest Regional Director of Sierra Systems, in which he was responsible for IT Managed Services, Management Consulting and Application Managed Services. As Regional Director for service delivery for the Southwest region, he was responsible for California, Arizona, Nevada, Utah and New Mexico.
Within the region, he was responsible for overall program management, delivery excellence and P&L responsibilities for Sierra’s largest public and private sector clients. Responsible for project delivery specifically related to plan, build and run across the IT landscape of: package system implementation, systems integration, change management; interface development and data exchange services, enterprise computing, and application managed service outsourcing. Proven history of gaining and sustaining executive relationships as a trusted business advisor. Provide oversight and coaching to ensure project delivery remains within specified scope, on time and on budget and take necessary steps to mitigate risks.
