Consumer Affairs Unit
The Consumer Affairs Unit receives, reviews and responds to complaints and inquiries from state residents concerning insurance related problems. The staff examines each complaint to determine whether statutory requirements and contractual obligations within the commissioner's jurisdiction have been fulfilled. The Consumer Affairs Unit coordinates the resources available within the Department to fully address consumer complaints.  Each written submission to the Consumer Affairs Unit will be acknowledged.
The Consumer Affairs Unit annually publishes Rankings of Insurance Companies comparing the number of justified complaints related to premium volume. Two lists are published, one ranking automobile insurers and the other ranking accident and health companies.

Licensing Unit
This Unit is responsible for ensuring that only competent and trustworthy persons are licensed to perform insurance services in Connecticut. This is performed by developing and maintaining up-to-date educational standards and examinations for all prospective licensees and issuing and renewing of licenses to qualified applicants.

Market Conduct Unit
The Market Conduct Unit examines the records of domestic and foreign insurance companies to review the treatment of policyholders and claimants in Connecticut. Examinations are conducted on a routine basis or as needed. Examinations include the review of policy underwriting and rating, cancellations and non-renewals, and claim settlements. The division also performs routine examinations of the marketing and solicitation practices of insurance companies. The marketing and solicitation examinations include the review of original insurance applications, advertising materials, and agent recruiting, training and supervision procedures

Fraud, Investigations & Compliance Unit
The Insurance Fraud unit combats insurance and arson fraud. The unit is here to promote insurance fraud prevention, detection and reporting through consumer outreach and education. They also facilitate cooperation and communication among insurers, state and federal agencies, law enforcement, and insurance industry groups.  Also provides an oversight of and assistance to insurers', anti-fraud programs, determine and report on the scope and patterns of insurance fraud in Connecticut.

Financial Regulation Division
The Financial Regulation Division monitors the financial condition of domestic and foreign insurers, health care centers and fraternal benefit societies authorized to do business in Connecticut. Financial statements and other information required to be filed by statute are analyzed, and on-site financial examinations are conducted to ensure that the entities remain solvent and capable of meeting their contractual obligations to policyholders and claimants. The Division reviews and approves the formation and licensure of new Connecticut domestic insurers and applications submitted by foreign insurers seeking a Certificate of Authority to write business in the state. Applications of surplus lines insurers, approved reinsurers, and risk retention groups are also reviewed. In addition, the Division is responsible for holding company registration statements, domestic company transactions, mergers, acquisitions, and redomestications.
Actuarial staff for both life and property casualty are assigned within the Division. The actuarial staff participates in both the analysis of financial statements and the on-site financial examinations.
The Connecticut Insurance Department is accredited by the National Association of Insurance Commissioners.

Life & Health Division
The Life and Health division reviews all group and individual life, health and annuity insurance contracts delivered for issue in the state by licensed insurance companies. These policy forms must be approved by the department prior to their being offered for sale. The policies are reviewed to see that they are in compliance with the General Statutes and regulations governing life, health and annuity forms. The division processes requests for rate increases on individual accident and health policies as well as group and individual long-term care. There are statutory loss ratio requirements of 60% for individual long-term care and 65% for group long-term care.

Property & Casualty Division
The Property & Casualty division regulates property and casualty insurance through a three-tier system of statutory standards embodied in Title 38a of the Connecticut General Statutes. The Property and Casualty Division reviews all rate, rule, and form filings made by property and casualty insurers in the state. These filings cover approximately 23 major lines of insurance provided by approximately 525 licensed companies. The division monitors price competition and levels of availability and affordability of needed insurance.

Computer Systems Support
The Computer Systems Support Unit (CSS) is responsible for all information technology related functions. This unit monitors all hardware and software to make sure it serves the need of the Department in a responsive, innovative and cost effective manner. The unit is responsible for the integrity, accuracy and effectiveness of all shared data for meeting the business needs of the Department, and ensuring that all computer output is delivered on a timely basis

Legal Division
The staff of the Insurance Department Legal division provides legal advice and related services to the commissioner and the seven divisions of the Insurance Department on a broad spectrum of issues that arise in regulating the insurance industry and in providing services to the consumer. In doing so, the legal staff of this office drafts, monitors and analyzes legislation; drafts and promulgates regulations; and participates in department hearings involving rates, license enforcement, and acquisitions of domestic insurance companies.

The Legal division provides oversight of the insurance receivership and guaranty funds activity of the department and in doing so, keeps the staff of the Consumer Affairs Unit, and other Department staff, informed on developments so they may properly service the inquiries and complaints of consumers.
The Legal division staff does not provide legal advice or counsel to the public; legal services are provided only to the Commissioner and Department staff within each division.
 
The public affairs unit provides support to the Insurance Department in the areas of legislative and media relations. Unit staff manages the operations of the Department’s legislative program through the development of the agency’s legislative agenda, seeking its enactment by the Connecticut General Assembly and monitoring all other legislative initiatives and activities impacting the regulatory authority of the Department.
 
Media relations staff produces new releases, media advisories, fact sheets and public service announcements conveying news about the activities and accomplishments of the Connecticut Insurance Department to print and broadcast media. Support also includes responding to media inquiries, serving as a communication consultant to other divisions within the Department, and preparing periodic newsletters.
