The Life and Health division reviews all group and individual life, health and annuity insurance contracts delivered for issue in the state by licensed insurance companies. The division also reviews all viatical settlement contracts offered by licensed viatical settlement providers. All contracts or policy forms must be approved by the department prior to their being offered for sale. The contracts or policies are reviewed to see that they are in compliance with the General Statutes and regulations. The division processes requests for rate increases on individual accident and health policies as well as group and individual long term care. The Life and Health division also reviews rate increases for Medicare Supplement insurance, which by law, are subject to a public hearing. At the public hearing the company requesting the rate increase is given time to discuss the request and the rationale behind it, members of the Insurance Department question company representatives, and then public officials and members of the general public can discuss and question the rate increases. The record is kept open approximately one week for any additional information in support of the rate increase or comments from the public. Once the record is closed, the insurance department reviews all available information and recommends the rates either be approved as submitted, or disapproved with a recommendation for a rate increase. The Life and Health division has general oversight over managed care processes. The division oversees the expedited review process with hospitals, licenses utilization review companies, and publishes a consumer guide called the Comparison of Managed Care Organizations. The division provides technical assistance to the Consumer Affairs Division, the legislature and other governmental agencies on life and health issues. It publishes lists of carriers offering Medicare supplements, long term care, small employer group health, individual health and HMO policies. The division works with the Legal Division to promulgate regulations and take enforcement action against carriers regarding non-compliance issues.
