Jodi Rell is asking state residents to observe a moment of silence at 8:46 a.m. on Saturday, the time the first hijacked airliner crashed into the World Trade Center in New York City nine years ago. The Governor also directed that U.S. and State of Connecticut flags be flown at half-staff from sunrise through sundown on September 11.
