Public Info. Meeting - Charter Oak Greenway Shared Use Path in Manchester and Bolton, Connecticut

The Connecticut Department of Transportation will conduct a Public Information Meeting concerning the proposed construction of the Charter Oak Greenway Shared Use Path in the Town of Bolton, Connecticut, on Thursday, February 27, 2014 at the Bolton Town Hall, Bolton, Connecticut.  An informal question and answer session will begin at 6:30 p.m., followed by a formal design presentation at 7:00 p.m.

 

The purpose of the project is to extend the Charter Oak Greenway in Manchester and connect with the Hop River State Park Trail in Bolton.  This will enhance continuity with the existing bicycle trail system throughout the State, while providing an alternative to motor vehicle transportation. 

 

The project will begin at the intersection of Camp Meeting Road (SR 534) and Finley Street in the Town of Manchester.  The proposed alignment of the path will have two major road crossings.  The first crossing will be at-grade crossing at the Interstate 384 eastbound       (I-384), exit 5 off-ramp.  The second crossing will be an overhead pedestrian bridge at I-384 westbound off- ramp to Route 6/44 westbound, immediately east of the State of Connecticut Commuter Parking Lot.  The path ends at the existing parking lot for the Hop River State Park Trail at Bolton Notch Pond, in the Town of Bolton.     

 

Surface and subsurface drainage improvements will be included in the project.  Pedestrian bridges or culverts will be installed to cross minor existing streams or watercourses.  Rights of way acquisition and environmental permits will be required.

 

Construction is anticipated to begin in spring 2016, based on the availability of funding.  The estimated cost for this project is approximately $9 million and it is anticipated to be undertaken with 80% Federal funds and 20% State funds. 

 

The Public Information Meeting is being held to afford a full opportunity for public participation and to allow open discussion of any views and comments the community may have concerning this proposed project.

 

The meeting facility is ADA accessible.  Deaf and hearing impaired persons wishing to attend this meeting and requiring an interpreter, must make arrangements by contacting the Departmentís Office of Communications at (860) 594-3062 (voice only) at least five working days prior to the meeting.  Language assistance is provided at no cost to the public, and efforts will be made to respond to requests for assistance.

 

Plans of the proposed project will be on display for public review.  ConnDOT personnel will be available during the meeting to discuss this project.  More detailed information is available at the Departmentís Office of Engineering, 2800 Berlin Turnpike, Newington, Connecticut, Monday through Friday between the hours of 8:30 a.m. and 4:00 p.m., excluding holidays.  Anyone wishing to discuss the project may contact Mr. Timothy M.
