The Department of Mental Health and Addiction Services (DMHAS) offers Deaf and Hard of Hearing Services to clients and patients of DMHAS operated facilities and programs to provide equal access to recovery oriented, culturally appropriate and linguistically accessible mental health and addiction services to people who are deaf or hard of hearing. 


DMHAS Deaf and Hard of Hearing (DHOH) Services are available through state-operated facilities to people who are: eighteen (18) years of age or older; have a chronic mental illness and/or addiction to drugs, alcohol or gambling; who do not have insurance or have Medicaid, Medicaid-LIA, Medicare, Husky, Charter Oak and private insurance on a case-by-case basis if services are not available and who are:

  • Deaf
  • Hard-of-hearing
  • Deafened,
  • Have Cochlear implants,
  • Deaf and Visually Impaired
  • Have single sided deafness from mild to profound range
  • whose communication consists of verbal, visual/gestural, American Sign Language (ASL), tactile sign
DHOH Services are offered to clients and patients of DMHAS operated facilities and programs
